Licensing Program Analysts (LPAs) Jonnisha Culbert and Alicia Mooberry conducted an unannounced continuation annual/random inspection. The initial inspection was conducted on 10/24/2024 and was not completed due to time restraints. Inspection was completed today. LPAs met with Director Mary Brammer and staff discussed the purposes of the visit and provided Director with Entrance checklist for Child Care Centers (LIC 125). Staff guided analysts on a tour of the facility. This is an infant center which consists of four classrooms. The program operates from Monday through Friday from 6:30am to 6:30pm. The program offers care to children 0 to 2 years old. Present during today's inspection were 39 children with 13 staff. Upon arrival, LPAs observed all required postings in a prominent publicly accessible area. All areas used by children were inspected for safety. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. The facility uses central heating and air for ventilation. Lighting was observed to be in operable condition. Children have their own cubby in each classroom to store their belongings. Cribs are available for each infant. Per Director, the isolation area is in the office. Restrooms are available, but they are not used by infants. Per Director, restrooms are used for storage and potty training usually does not start until children reach age 2 1/2. Per Director, potties are available for potty training. Staff utilize changing tables for diapering. LPAs observed changing tables in each room. All changing tables were in arms reach of the sinks. General sanitation was observed. Each infant\342\200\231s bottle was labeled with child\342\200\231s name and date. LPAs observed age-appropriate toys that can be easily cleaned and reused. Availability of indoor and outdoor drinking water was observed in classrooms via bottle or sippy cup. Per Site Director, staff follow needs and service plan to administered water to infants, and for older children staff utilize sippy Page 2 cups. Water is provided via bottled water or through water fountains located inside and outside of the facility. LPAs verified that the lead testing was completed in accordance with to the written directive outlined in Provider Information Notification (PIN) 21-21.1-CCP Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Disinfectants and cleaning solutions are kept in a cabinet above counter in each room and medication are kept inside of a box in the kitchen. Per Site Director, children currently enrolled at the infant center do not require medication, but if medication is needed it is it will be placed in the box. Per Director, the storage box is used for children enrolled in the infant and preschool center. LPAs observed that medications inside of the box were labeled with children\342\200\231s name. Poisons were not observed during visit. Per Director, there are no poison on the premises. LPAs reminded Director that if poisons are purchased, they are to remain in an area that is locked and inaccessible to children. A carbon monoxide detector was observed and is operable. Fire extinguishers are available in each classroom, and they are fully charged. The outdoor playground area was evaluated. LPAs observed all areas around and under high climbing equipment and similar equipment are cushioned with material that absorbs a fall. There is adequate shade on the play yard. Availability of outdoor drinking water was observed. Per Director, there are no pools or bodies of water at the facility. Children\342\200\231s Records were reviewed for completeness. LPAs observed that 2 out 4 infant records reviewed did not have an Infant Sleep Plan (LIC 9227). This poses a potential health and safety risk to persons in care. LPAs advised Director to update children's files with all required documents. Staff records were reviewed. All staff met educational requirements. LPAs observed that everyone had mandated reporter certificates, immunization records, and cardiopulmonary and resuscitation and first aid training certifications. Page 3 Children's roster was reviewed and is current. Parents sign in and sign out children upon dropping off or picking up children via care connect app. LPAs reviewed sign in and sign out app and observed that parents used electronic signature to sign children in and out. Disaster drills were logged and available. The last drill was conducted on 10/17/2024. Menus are posted one month in advance where it is visible by the child's authorized representative. Menus for the past 30 days are available upon request. LPAs inspected the food preparation area. The kitchen was observed to be clean and free of litter. Food supplies were observed to be in good condition. The facility provides two snacks, breakfast, and lunch. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP. Page 4 LPA discussed the safe sleep regulations with Director Mary Brammer and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. During today\342\200\231s inspection a type B violation was cited in accordance with Title 22, California Code of Regulations. Appeal rights were provided to Director. Please see attached LIC 809D. Failure to maintain posting as required will result in a civil penalty of $100.00. A notice of site visit was given and must remain posted for 30 days.
