What the inspector wrote

An unannounced case management inspection was conducted on this date by Licensing Program Analyst (LPAs), Cynthia Reyes and Mary Silva. This inspection is to ensure the health and safety standards as required by the regulations governing child care homes are met. LPA met with Lorena Martin, Licensee who guided the LPAs on a tour of the home inside and out. During the walk through in the back yard, LPAs observed major construction going on. LPAs observed a barrier between this Martin day care and the back yard of address 825 E. Porter street West Covina Ca. 91790 was taken down and a large in ground swimming pool exposed and easily accessible to children in care. The barrier was taken down by 4 construction workers and a Excavator Machine (1 worker sitting on controlling). LPAs asked licensee why this wasn't reported to the department and Lorena stated she knew about the construction work 2 weeks ago, however she said they started this morning and she didn't know. Lorena stated the people in that house didn't want the ivy barrier any more and will be adding a high brick wall. Licensee stated the kids are not going in the back yard. LPA spoke with 3 of the construction workers who stated they started the construction yesterday 10/06/2025 and they will not be completed until may Saturday 10/11/2025. Page 2 LPA advised the licensee how to access forms and regulations on line at: www.ccld.ca.gov Based on Licensing staff observations, interviews, and record review, there are Deficiencies being cited on this date. The following deficiency listed on the attached LIC 809-D (deficiency page) are being cited in accordance with California Code of Regulations Title 22. Deficiency that are being cited need to be cleared to protect the children’s health & safety. LPA provided consultation during this inspection. Exit interview conducted and a copy of this report was given to licensee Lorena Martin with a notice of site visit to be posted for 30 days.
