What the inspector wrote
Licensing Program Analyst (LPA) Veronica Martinez Garza conducted an unannounced Annual/Random inspection at the above facility on 01/21/26 at 12:13 pm. LPA met with Martha Meza licensee who guided LPA on a tour of the facility. There was 1 child in care. According to the licensee, 07 children are enrolled. Operation hours are Monday \342\200\223 Saturday 08:00 a.m. \342\200\223 06:00 p.m. LPA conducted the inspection in Spanish/English.
This is a one-story home which consists of 2 bedrooms, 2 bathrooms, 2 living rooms, dining room, kitchen, playroom (day care room), garage, front yard, side yard, and backyard (fenced). Areas accessible to children include the playroom, 1 bathroom (inside the playroom), and back yard (fenced) for play. Per licensee, areas off limits to children and parents include 2 bedrooms, 1 bathroom, 2 living rooms, dining room, kitchen, garage, front yard, and side yard.
Family members residing in the home are 1 adult and 0 minors. According to the licensee, there are no pets on the premises.
LPA toured all areas identified on the facility sketch used by children during this visit and were inspected for safety, comfort, and cleanliness. Tour began in the playroom where LPA observed age-appropriate toys, equipment, and materials for children. LPA also observed stored cots and a barricaded fireplace. LPA observed a well mounted gate in the playroom that remains closed and prevents access to the kitchen and living room. There is a sliding door in the play room that leads to the back yard, and the sliding door remains closed while children are indoors. LPA toured the children\342\200\231s bathroom located in the family room. The children\342\200\231s bathroom is in safe and in sanitary conditions. There\342\200\231s also a first aid kit readily available.
At 12:45 pm smoke and carbon monoxide detector were observed to be operable. The valve on the required 3A40BC fire extinguisher indicates fully and was purchased on 03/18/25, per the attached receipt. Per State Fire Marshall standards, fire extinguishers shall be serviced annually.

LPA observed the following required posted documentation in the playroom: Facility License, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form, LIC 610- Emergency Disaster Plan and PUB 269 California Child Passenger Safety Law. All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill conducted was on 10/28/25. Children\342\200\231s roster was available for review during the inspection.
Per licensee, food is provided to children. Licensee was advised that if food is brought from the children\342\200\231s homes, all containers must be labeled with the child\342\200\231s name and properly stored or refrigerated. The facility has a working telephone, ventilation, and heating.
Detergents, cleaning compounds, medications, and other items which could pose a danger to children were observed to be inaccessible to children.
The licensee states that there are no poisons in the home and understands that storage areas for poisons must be locked with a key or combination lock. According to the licensee, there are no firearms, weapons or bodies of water in the home.
Children use the side yard for outdoor play. LPA observed adequate shade and age-appropriate play equipment. LPA did not observe any objects that could be hazardous to children in care. LPA advised the licensee to check with the American Standard Testing Materials for Playground Guidelines and/or to use the manufactures recommendations for the playground equipment in efforts to be more in line with safety guidelines.
Licensee understands that children should be supervised at all times.
Children and staff records were reviewed and observed to be complete. Children and staff names were documented on the LIC 811, and a copy was provided to the licensee during the inspection.
AB1207 Mandated Child Abuse Reporting

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Licensee
was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, the licensee Martha Meza confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
At this time, the facility is in compliance with California Title 22 Regulations. Therefore, there are no deficiencies being issued today.
A notice of site visit was given and must remain posted for 30 days.
