What the inspector wrote
On 4/8/25 at 9:30 am, Licensing Program Analyst Monica Ruiz and Licensing Program Manager Katrina Chicote conducted an unannounced annual inspection of the facility mentioned above. A risk assessment was conducted prior to entry. LPA and LPM met with Licensee Fairoz Behiri, who guided analysts on a tour of the facility. LIC 126 was provided. Adults in the home were discussed and all have criminal record clearance. Also present was, Licensee\342\200\231s Assistant. There were no day care children present during today\342\200\231s inspection. Licensee states that there are currently no children enrolled. Facility capacity is in compliance with a Large Family Child Care Home. Per Licensee, the facility\342\200\231s hours of operation are Monday-Friday, 8:00am \342\200\223 6:00pm. Emergency Disaster Plan, License, and Parents\342\200\231 Rights were posted on the wall in the entry way of the home
at the time of inspection. Disaster drill log was also available during today\342\200\231s inspection, last disaster drill conducted on
6/12/23. Licensee was reminded to conduct an emergency drill before children are enrolled.
This is a one-story home which consists of 3 bedrooms, 3 bathrooms, living room, dining room, kitchen, laundry room, childcare door and entrance, day care room, garage, front driveway, and backyard which is fenced.
Per licensee, areas off-limits to children and parents include 3 bedrooms, 2 bathrooms, garage, living room, kitchen, dining room and front driveway. There is a door separating the day care portion of the house which remains locked during day care hours. The children will have access to the day care room, one bathroom, and the backyard which is fenced.
Licensee guided analyst on a tour of the facility at 9:45 am. During this visit, all areas identified on the facility sketch that are accessible for children to use were toured and inspected and the following was observed.

Licensee and staff records were reviewed. The licensee has completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 8/1/2026. Mandated Reporter Training expires on 3/16/27.
LPA issued an LIC 859, Staff Record Review to the licensee which documents staff files reviewed during this inspection.
Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home and there is one pet in the home a turtle that is in the inaccessible part of the home.
LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs, and/or any other item that fall into these categories are not permitted in a family child care facility.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Facility License, Emergency Disaster Plan, Parent\342\200\231s Rights Poster, and Earthquake Preparedness Checklist were observed to be posted in the childcare entrance hallway.
There is telephone service via a cellphone that stays at the facility during operation hours. Hours of operation are Monday \342\200\223 Friday, 8:00 am \342\200\223 6:00 pm. There is central air and heating in the home. LPA observed a fireplace in the living room that is screened and secured in place, making it inaccessible to children.
LPA observed Comet cleanser on the floor of the bathroom accessible to children. Licensee immediately removed Comet and stored it in a high cabinet inaccessible to children. Detergents, cleaning compounds, and medications were observed to be inaccessible to children. Per Licensee there are no poisons on the premises. LPA advised that any poisons should be locked under key or combination lock. Licensee states that there are no firearms or weapons stored in the home.
The valve on the required 2A 10BC fire extinguisher indicates fully charged and was purchased on 3/23/25 as indicated on the receipt. Smoke and carbon monoxide detectors were tested and were operable on this day.
The home is observed to be clean and orderly. There are first aid supplies available. There are age-appropriate toys available for children. Appropriate sleeping arrangements in form of cots were observed.
Licensee states that she is not currently caring for infants at this time but might in the future. LPA discussed the Safe Sleep regulations with Licensee.
Day care room was inspected for cleanliness, safety and comfort and is observed to be neat and orderly with toys and materials for children to play with such as, books, dolls, dramatic play area, blocks, and art supplies.
Licensee states children will use the back yard for outdoor play time. The outdoor play area was observed to have adequate shade and fencing along the perimeter. There is a gate separating the play yard from the side of the house. Licensee states this gate will remain locked during child care hours. LPA observed that the outdoor yard has toys and other materials for children to play with such as a play house, toy cars and blocks. No bodies of water were observed on this day.

As Licensee currently has no children in care, LPA did not review children\342\200\231s files.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, the Licensee Fairoz Behiri, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
