What the inspector wrote

Licensing Program Analysts (LPAs) Jeanette Estrada and Christine Nolan conducted an unannounced required 3 year inspection at the facility. LPA met with Licensee Maria Munoz and explained the reason for the visit. At the time of LPAs arrival, there were no children present. Facility assistant arrived with two children at a later time. Per Licensee facility is open 24 hours/ 7 days a week. Licensee was reminded care cannot be provided for a continuous 24 hours. Licensee stated she understands. This is a four bedroom/ two bathroom home. On limits areas are the living room, kitchen, one bathroom in the hallway and the front yard. Off limits areas are the four bedrooms and side and backyard. There is a home in the back of the property with a different address which is also off limits. In the living room LPAs observed the required posted documents. LPAs observed a fire extinguisher in the kitchen with a service tag dated 5/8/25. There is an operable smoke alarm in the facility. LPAs did not observe a carbon monoxide detector in the facility. Licensee purchased a carbon monoxide detector during the inspection. LPAs did not observe a disaster drill log. LPAs discussed disaster drill requirement with Licensee and staff. There is a fireplace in the home which is inaccessible to children in care. The home has ventilation via central AC/heating. The home maintains telephone service (land line and cell phone). Children also use the kitchen for meals. Food is provided by Licensee. Licensee was reminded if children bring food from home it must be labeled with the child\342\200\231s name and properly stored or refrigerated. LPAs observed the cleaning supplies in latched cabinets under the sink, knives in an upper cabinet and medicine also in an upper cabinet. Per Licensee, no children enrolled require medication at the moment. At the moment, Licensee does not have children enrolled who require a nap. LPAs observed a play yard available in the living room. Per Licensee, the isolation area is in a section in the living room away from other children in care. Page 2 LPAs inspected the bathroom in the hallway. LPAs observed personal hygiene items in the cabinet. LPAs did not observe any hazards in the restroom. Children use the front yard for outdoor play. The front yard is not fully enclosed. Per Licensee children are supervised during outdoor play. There is access to the side yard from the front yard. Per Licensee, children do not have access to the side yard. The backyard is off limits. LPAs did not observe any pools or bodies of water in the facility. Per Licensee, the laundry area is in the yard. Inaccessible to children in care. There are two pet dogs in the home kept in the yard. There are chickens in the home kept in the off limits backyard. Per Licensee, there are no weapons in the home. Poisons are kept in a locked storage unit in the backyard. Children\342\200\231s records were reviewed and included (LIC) 282- Affidavit Regarding Liability Insurance, Immunization Records, LIC 700- Identification and Emergency Information, LIC 627- Consent for Medical Treatment, LIC 995A Notification of Parents\342\200\231 Rights. Staff records were reviewed. Two assistants did not have proof of required immunization record. Licensee and assistants' red cross pediatric first aid expires 6/5/27 and mandated reporter expires 1/9/2027. LPAs advised that both mandated reporter training and pediatric first aid/cpr must be updated every two years. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Page 3 LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Maria Munoz, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Two type B deficiencies were issued today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Licensee Maria Munoz.
