What Happened
Complaint substantiated regarding facility's inability to provide safe environment. Children with behavioral issues (Child #1, #2) engaging in aggressive behaviors including hitting, toy throwing, and inappropriate language. Third child victimized. Staff and facility unable to adequately manage multiple behavioral needs with current staffing levels.
Observations
- Child #1 and Child #2 displaying hitting and aggressive behaviors
- Child #3 hit with toys, hit in general, and had milk poured on them
- Chairs being thrown in classroom
- Children using foul language
- Staff frustration regarding insufficient support for behavioral management
- Parents witnessing behavioral incidents and frustrated with outcomes
