What the inspector wrote

On September 15, 2025, at 9:15a.m., Licensing Program Analyst (LPA) Keneisha Dunlap arrived at the above facility for the purpose of an unannounced Annual Inspection. LPA Dunlap announced the purpose of the visit and was granted entry into the facility by Licensee-Vanessa Alba. There are 6 children enrolled, and 0 children present at the time of inspection. The hours of operation are Monday- Friday from 5:30a.m.-6:00p.m. All adults in the home were discussed and background and fingerprinted cleared. This is a single-story home with three bedrooms, three bathrooms, kitchen, playroom, back yard and front yard. The play area is the main care room, bedroom, and the kitchen is accessible to children. The License, Earthquake Disaster Checklist (LIC9148), Disaster Plan (LIC610A), and PUB 394 (Parent's Rights) were all observed to be posted. The Licensee maintains a current LIC 9040 (facility roster). The most recent disaster drill was conducted on July 14, 2025, and documented in the disaster drill log. Playroom (Main Care Area): This area has steps leading down to the playroom with rails on each side. This area has tile floors with area rugs throughout the room, two couches, mounted TV, cubbies for children\342\200\231s belongings. There are designated areas for dramatic play, science area, math area, language arts, manipulative items, cozy furnishings, age-appropriate toys, and age-appropriate chairs & tables. There is a changing station location in this area, and one highchair. This area has a portable cooling/heat unit. LPA Dunlap observed all furnishings, equipment, and materials were in good condition. Bedroom 1: This area has hardwood floors with area rugs throughout the room. There is a TV, a bunk bed, and a twin size bed. The children nap here also. LPA Dunlap observed all furnishings, equipment, and materials were in good condition. Page 1 of 4 Kitchen/Dining: LPA Dunlap observed the kitchen to have the knives stored in locked toolbox and all cabinets and drawers have safety latches making it inaccessible to children in care. Bathroom: The bathroom features an operable toilet, and sink. The Licensee has no cleaning or personal hygiene items stored in cabinets underneath the sink in this area. There is a long cabinet in the bathroom area that has keypad lock making it inaccessible to children in care. Outdoor Play Area (Front Yard): The front yard has retractable canopy tent for shaded area, bikes, sand area, and age-appropriate toys. LPA Dunlap observed all furnishings, equipment, and materials were in good condition, free of sharp, loose, or pointed parts. The home is ventilated by HVAC. LPA Dunlap observed 2A 10BC fire extinguisher with a service tag dated April 4, 2025, hung in the main care area. LPA Dunlap observed a carbon monoxide detector. LPA Dunlap observed a smoke detector. The Licensee confirmed the following: Meals are provided for children. A cell phone is used for communication. The facility does not currently administer medication. Sick children are isolated in the bedroom area. There are no firearms or ammo in the home. There are smokers in the home. The Licensee was reminded that smoking is prohibited in the facility when children are present. Transportation is provided for children. Page 2 of 4 A first aid kit is available. There are no large bodies of water on the premises. There are 2 pets on the premises. Staff Files Staff #1's file contains all required licensing documents and their immunization record. CPR certification expires on September 3, 2026. Mandated Reporter training expires on August 15, 2026. Staff #2's file contains all required licensing documents. CPR certification expires on August 3, 2026. Mandated Reporter training expires on August 15, 2026. At 10:20 AM, During record review LPA Dunlap observed that 1 out of 2 staff records were missing immunization record. LPA Dunlap informed the Licensee that immunization records must be in staff files. This poses a potential health and safety risk to children. Type B deficiency will be issued. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process Licensee-Vanessa Alba was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Page 3 of 4 LPA discussed the safe sleep regulations with Licensee-Vanessa Alba and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Licensee-Vanessa Alba of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee-Vanessa Alba was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee-Vanessa Alba confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Type B deficiency issued during today\342\200\231s visit. Appeal rights explained and given to Licensee-Vanessa Alba. Exit interview conducted and report was reviewed with the Licensee-Vanessa Alba. Page 4 of 4
