What the inspector wrote

On 12/13/2024 at 12:45pm, Licensing Program Analyst (LPA) Jonnisha Culbert conducted an unannounced annual inspection at the facility noted above and met with licensee, Kulwant Cheema. LPA disclosed the purpose of today's visit and gave licensee a copy of an Entrance Checklist for Family Child Care Homes (LIC 126). Licensee guided LPA on a tour of the facility. The operating hours are Monday through Friday 6am to 6pm. Individuals residing at the home were discussed and noted. Present during the visit were licensee and worker. There were no children present during today’s visit. Per license, she dropped the children off at school in the morning and pick them up from school in the afternoon. Areas accessible to children includes 1 bathroom, family room, dining room, kitchen, and fenced backyard. Per licensee, the children sometimes utilize the fenced backyard for outdoor activities. Areas that are inaccessible to children include: 4 bedrooms, 2 bathrooms, and attached garage. LPA observed a child safety gate installed at the foot of the stairs making the upstairs area inaccessible to children in care. Upon arrival, LPA observed facility license, parents’ rights, and earthquake preparedness postings in a prominent publicly accessible area. Areas accessible to children were inspected for safety, comfort, heating, cleanliness, and telephone service. LPA observed a screened fireplace in the off-limits living room. Per licensee, they never used the fireplace and children do not come in the living room area. In the kitchen, LPA observed cleaning solutions and detergents kept under the sink. Safety latches were installed on kitchen drawers and cabinets but were not turned in the proper direction to prevent children from opening drawers and cabinets. Licensee fixed the latches and expressed to LPA that when children are present the latches are in the proper position to prevent children from accessing item and cabinets and drawers. LPA reminded licensee to ensure that all safety latches are properly working. Knives were kept in one of the kitchen drawers. Per licensee, there are no firearms, bodies of water, or poisons on the premises. Licensee was advised that if any poisons are purchased, it is to be stored in an area that is inaccessible to children and locked. Telephone service is available via cell phone. Page 2 Furniture and equipment were inspected for age appropriateness and good repair. Initially, LPA did not observe any toys in the home. Per licensee, children come in the morning to be dropped off at school and they are picked up in the evening. After school, children do their homework and prepare to be dropped off at home. Toys are available if needed. LPA observed a basket of toys. Per licensee, children do not sleep at the home, but napping cots are available if needed. LPA observed a 2A 10 BC fire extinguisher fully charged with a receipt date that was unclear. LPA reminded licensee to have the fire extinguisher serviced yearly. Smoke detector was tested and is operable. Per licensee, they had a carbon monoxide detector, but it got broken and it has not been replaced. This poses a potential safety risk to persons in care. LPA reminded licensee that a carbon monoxide detector is required to be in the home. Licensee stated that they provide meals and snacks to the children in care. Per Licensee, children do not bring food from home. Licensee was reminded that food brought from the child's home shall be labeled with the child’s name and properly stored or refrigerated. LPA conducted a record review of 1 child and Licensee. During record review LPA observed that Child 1 is missing a signed Notification of Parent’s rights. LPA reminded licensee to review Entrance Checklist for guidance. During licensee’s record review, LPA observed that licensee did not have mandated reporter training certificate and proof of immunization. Per licensee, they did not know they needed it. This is a potential safety risk for children in care. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Licensee Kulwant Cheema was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Page 3 LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. MyChildCarePlan.org – Centers and Family Child Care Homes Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Kulwant Cheema, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Three type B citations were cited during today's visit in accordance with Title 22, California Code of Regulations. Appeal rights were provided to Licensee. Please see attached LIC 809D. The Notice of Site Visit (LIC 9213) must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview conducted and report was reviewed with the licensee, Kulwant Cheema.
