What the inspector wrote

Licensing Program Analyst (LPA) R. Derraco conducted an unannounced annual inspection to the above facility on 09/04/25. LPA arrived at the facility at 10:30 AM and met with licensee Debbie Bath, who guided analyst on a tour. Also present during this inspection were 2 assistants. Per Licensee, there are 12 children that are currently enrolled. There were 11 children present upon arrival. This is a one-story home which consists of 3 bedrooms, 1 bathroom, kitchen/dining room, living room, a detached garage, front yard, and back yard. The off limit areas includes 1 bedroom. The main care are is located in the living room. LPA observed a couch, a television, napping cots, and a children's plastic picnic table. Bedroom 1 was observed with a pack n play playpen, a bed and bedroom furniture. Bedroom 2 was observed with two pack n play playpens, a bed and bedroom furniture. The bathroom was observed to be clean with an operable sink, faucet and toilet. The kitchen was observed with a lock beneath the kitchen sink cabinet. LPA observed cleaning supplies kept beneath the kitchen cabinet. Knives and other objects with sharp or pointy parts were observed in a cabinet above the counter. A dining table with a bench was observed in the dining area. The detached garage is used as an activity space. Licensee understands that the detached garage can only be used as an activity space for children. Naps and meals are taken inside the main care area and the dining area. LPA observed the activity space to have age appropriate toys, children's reading material, educational posters, and a plastic children's gate. The gate is used to separate part of the activity space where the laundry appliances are kept. The outdoor play area is located in the back yard. LPA observed perimeter fencing, additional age appropriate toys, 2 E-Z Ups for shade and a storage shed. LPA observed the storage shed to be locked. Per licensee, isolation area for children showing signs of illness will be located in activity space or the main care area while they await parent pickup. LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs. Emergency Disaster Plan, Parent\342\200\231s Rights Poster and the Facility License were observed to be posted on the wall in the activity space. Individuals who reside in the home were noted and discussed. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. There is telephone service via a landline. Per Licensee, the home is equipped with central heating and air conditioning. The licensee understands that storage areas for poisons must be locked, not just made inaccessible. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was serviced on 08/13/25, as indicated on service tag. Smoke and carbon monoxide detectors were tested and are operable. LPA did not observe any objects that can pose a danger to children in care. No bodies of water were observed in the back yard play area. One pet dog were observed in the off-limits section of the front yard. A wall and a fence are used to separate the off-limit area from the space used for children in care. A pet cat was also observed at the facility. Licensee states that there are no firearms stored in the home. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home. The licensee and other personnel have completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires in July 2026. LPA observed that the Licensee and assistants do have proof of the Mandated Reporter AB 1207 compliant Child Care Training Certificate on file. File review was observed to have proper mandated immunization records. Children\342\200\231s records were reviewed, including emergency information and were observed to be complete. A current children\342\200\231s roster was available for review. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. LPA advised the licensee to access forms, regulations and quarterly updates online at: www.cdss.ca.gov . At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited. A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted and report was reviewed with licensee, Debbie Bath.
