What the inspector wrote

On 7/18/24, at 12:50PM, Licensing Program Analyst (LPA), T. Tran conducted an unannounced annual required visit at Rancho Los Amigos Children's Center. Upon arrival, LPA met with the Center Director, Helia Castellon. LPA announced the purpose of today’s visit. About 1:20PM, we toured the facility inside and outside. LPA observed proper care and supervision. All center staff that were present during today’s inspection had fingerprint cleared and associated to the designated license number. This is an infant with toddler option attached with Preschool license (198006098) on the premises. Facility hours of operation are 6:30am - 6:00pm Monday - Friday. There is no extended care offered. LPA observed all posting requirements for operation on the posting board LIC 203A-License, LIC 610 A-Emergency Disaster Plan, LIC 9148-Earthquake Preparedness Check List, PUB 394-Notification of parent’s rights poster, LIC 613A- Personal Rights, PUB 269- Child Car Seat Law, Menus, and Activity Schedule. Sudden Infant Death Syndrome, Shaken Baby Syndrome Poster, and safe sleep poster. Children Records were reviewed for completeness. LPA observed current CPR and First Aid Certification for all center staff. The infant room consists of sleeping area for infants was separated by a half wall windows from the indoor activity space. LPA observed cribs that met the United States Consumer Product Safety Commission safety standards. LPA observed a sink in this room within arm's reach of the changing table. Next to the infant room is the toddler room. There is age-appropriate furniture and equipment observed in the classroom which appear to be in new condition. The classroom has a portable water available and the use of disposable cups accessible to children. Age- appropriate sinks and toilets are available for children to use in the classroom. There is dispensable soap and paper towels in the bathroom. Cubbies are available for children's belongings. Napping equipment (cots) were observed in the toddler classroom. Per facility children bring their own linens from home. Linens are given back to the parents to take home every Friday to be washed. Children's linens are to be stored individually. Facility provided lunch, AM/FM snacks. Lunch is available to be purchased and delivered daily to the site from the local hospital. Food and snack items are properly stored. Facility shall ensure that food is age appropriate and follows Federal Food Guidelines. Food is prepared in the kitchen. Kitchen area includes a refrigerator, a sink has running water. Cabinets are available for storage and free from cleaning compounds. Parents of the Infant children in care provide the bottles. Bottles are labeled with the children's names, dated, and properly stored. The staff office will be used by ill children. The staff restroom will be the designated restroom for ill children. First aid supplies are available. Carbon monoxide detectors and smoke detectors are present and in operable condition. Fire extinguisher (2A-10BC) was fully charged. Outdoor physical space is completely fenced. Playground equipment is in safe condition, free of sharp, lose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There is outside shade in the play area. The facility state that there are no bodies of water on the premises, and none were observed during this visit. Water is taken outside in a portable container with disposable cups. Facility was informed of responsibility to report suspected Child Abuse by calling the Child Abuse Hotline at 1-800-540-4000. LPA advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation, this includes any changes as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location. LPA informed the Facility Representative of the Child Care Advocate Program (CCAP) to provide many other helpful resources to the licensees and the public. LPA advised access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov . Facility representative (FR), was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. CCC COMPLETED TESTING AND REMEDIATED LEAD EXCEEDANCES. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA referred FR to the Department website for lead: Lead Toxicity Prevention and Water Testing Information . LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. The facility was found in compliance with Title 22 regulations, no deficiency was cited at this time. A notice of site visit was given and must remain posted for 30 days. The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview conducted and report was reviewed with the facility representative, Helia Castellon.
