What the inspector wrote

On August 20, 2025, at 12:05 PM, Licensing Program Analyst (LPA) Andrea Carter conducted an unannounced Annual Random inspection and met with Facility representative (FR), Julia Toscano. LPA disclosed the purpose of the inspection and was granted entry unto the facility. LPA was taken on a guided tour of both the indoors and outdoors of the facility. Teacher-child ratios were observed, and staff names recorded. All center staff present during today’s inspection had fingerprint clearance and are associated to the designated license number. Care and supervision were evaluated to determine if the basic needs of children are met and appropriate. The sign-in and out sheets were reviewed. Personal Rights of children were observed by LPA. This is an Infant Program with a Toddler Option. There is also a Preschool Program under license#198006098 on the premises. The hours of operation are 6:30 AM – 6:00 PM, Monday - Friday. Facility is currently licensed for a capacity of 35. At the initial start of the site visit, there is a total census of 22 children and a total census of 8 teachers present. The facility is made up of 2 classrooms. Infant room: had 12 children and 5 staff, Toddler Room: had 10 children and 3 staff present at time of inspection. LPA observed all posting requirements for operation on the posting board and the following documents were observed: LIC 203A-License, LIC 610 A-Emergency Disaster Plan, LIC 9148-Earthquake Preparedness Check List, PUB 394-Notification of parent’s rights poster, LIC 613A- Personal Rights, PUB 269- Child Car Seat Law, Menus, and Activity Schedule. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. Children napping equipment met the requirement regulation at time of inspection. Storage for children's belongings, bathrooms facilities, and isolation areas were inspected. ..... Report Continues Page 1 of 4 Page 2 of 4 Age-appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, safety, and sanitation. LPA observed 3 toilets and 3 sinks. LPA observed cubbies with wooden toys, puzzles, books, and other appropriate toys to be clean and free of hazards at time of inspection. LPA observed carpets and age-appropriate tables and chairs in each classroom. LPA observed black backpacks for first aid supplies kept in each classroom. First Aid supplies were inventoried and were found to be in compliance with regulation. Food menus were reviewed at time of inspection. Facility provides AM/PM snacks and lunch. Food and snack items are properly stored. Food preparation area was toured and found in compliance for safety, cleanliness, and proper storage. Drinking water is provided via water jugs and plastic cups. LPA confirmed Carbon monoxide and smoke detectors were present and determined to be in operable condition. Fire extinguishers were observed as serviced on 9/17/24. Hazardous items including poisonous cleaning compounds were stored inaccessible to children. A review of medication policy, including administering, labeling, storage, and records was made. FR states there are currently no children enrolled that needs medication administered. Fire & Earthquake drill log observed with last drill conducted on 07/22/25. Beginning at 12:25 PM, outdoor equipment was inspected for safety, cushioning material, good repair, and age-appropriateness. LPAs observed age-appropriate toys around the play yard. Required shade and fencing were inspected. LPA advised that the children need to be within the direct care and visual supervision by the teachers at all times. The children have access to drinking water via water jug and plastic cups observed by LPA. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed at time of inspection. Beginning at 12:50 PM, staff and children’s records were reviewed for completeness. Inspection of required licensing forms were made and documented on the LIC 857 for children and the LIC 859 for staff. All center staff members have current Pediatric First Aid & CPR Certification valid until 01/2027. Role and responsibilities of being a Mandated Reporter was reviewed. All staff had proof of the required AB 1207 Mandated Reporter Training certificate on file. During the inspection, children present was observed to be treated with dignity and respect, observed to be receiving safe, healthful, and comfortable accommodations, furnishings, and equipment, and free from corporal and/or unusual punishment. Page 3 of 4 The following were discussed: LPA advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation, this includes any changes as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location. LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov . Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. There are no deficiencies cited today in accordance with California Title 22 Regulations. A notice of site visit was given and must remain posted for 30 days.
