Inspector’s narrative

What the inspector wrote

At 1:12PM, Licensing Program Analyst (LPA) Steven Tung conducted an unannounced annual inspection. A risk assessment was conducted prior to entering the facility. Due to COVID- 19 precautionary measures were taken, licensing staff present during inspection wore appropriate personal protective equipment. LPA met with licensee Wai Kong who guided analysts on a tour of the facility. There were 2 infants present and the Licensee states that there is currently 2 infants enrolled. Per Licensee, the facility has had 2 infants enrolled since January 2022 and up to 5 children ages 1-3 years old before January 2022. Family members residing in the home are 3 adults (criminal record clearances on file). This is a one-story home which consists of 4 bedrooms, 2.5 bathrooms, kitchen, dining room, living room, play room, garage, and backyard (fenced). The infants use the living room for eating and the play room. Per licensee, areas off limits to children and parents include: all 4 bedrooms, 2 bathrooms, kitchen, dining room, living room, back yard (fenced), and garage. The LPA toured all areas used by children during this visit. Areas accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for safety and comfort. There were safe toys, play equipment and materials observed for children. There is a working telephone service maintained in the home. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are made inaccessible. Licensee states that there are no poisons in the home. The licensee does understand that poison must be locked with a key or combination lock. Page 1 LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Per Licensee, Licensee does not have an Individual Sleeping Plan for the infants enrolled. Per licensee, there are no weapons, firearms or bodies of water on the premises. Children\342\200\231s records were reviewed to ensure that each child has an Identification and Emergency form. At 1:31PM, LPA observed the fire extinguisher to have a service date of March 2021. LPA also observed the smoke detector in the kitchen to be missing and the smoke detector in the play room to be inoperable. At 1:40PM, LPA observed the carbon monoxide detector's battery to be dead and the carbon monoxide detector was inoperable.
