What the inspector wrote

On 8/12/2025, about 9:50AM, Licensing Program Analyst (LPA) T. Tran conducted an unannounced case management inspection at Downey Christian Early Learning Center. Upon arrival, LPA met with Center Director, Christine Bulahan, and we toured the facility. Per staff, children will start next week for the new school year. LPA did not observe any children at the site. The purpose of today's inspection was to go over the water lead test results received on 8/01/25. Results show the sink faucet kitchen water sources had an action level exceedance of lead result of 10 UG/L. Per facility representative, the kitchen water source is off limit to children. Parents provided children lunch and snacks. The facility also has filtered water for children if needed. A deficiency was cited to ensure that the water faucet noted would not be used as a drinking source or food preparation source for the children. The deficiency listed on the following page was observed by the LPA and is being cited in accordance with California Code of Regulations Title 22. Please see attached LIC 809-D. The deficiency that is being cited needs to be cleared to protect the children\342\200\231s health & safety. Deficiency was cleared during today's visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative, Christine Bulahan.
