What the inspector wrote
Licensing Program Analyst (LPA) Nolan Tcheng conducted an unannounced
Case Management inspection to the above facility, for the purpose of removing the facility from Inactive Status. At
11:15am,
LPA met with licensee, Yan Yun Wu. Also present during this inspection, is John Licensee\342\200\231s
son, who assisted in interpreting as Licensee is primarily Cantonese speaking. The licensee states that they currently has
00
children enrolled. Licensee cares for children 0-8yrs. Hours of operation are 8am-7pm, Monday-Friday.
This is a two-story home which consists of 5 bedrooms, 5 bathrooms, kitchen, dining room, play area, attached garage, and backyard (fenced).
The children use dining room, play area, 1st floor bathroom, and backyard.
Per licensee, areas off limits to children and parents include: entire second floor, bedrooms, kitchen, Laundry room, and attached garage.
All areas identified on the facility sketch were inspected. The licensee provides food for children in care.
The licensee states that 7 adults and 0 minors currently living in the home. Persons living in home are identified on the attached LIC811. All individuals present in the home have obtained a criminal record clearance or exemption prior to working, residing or volunteering in a licensed home. Per licensee, there are no weapons, firearms or bodies of water on the premises.
At 11:25am,
LPA was led on a tour of the facility by the licensee. Upon entry into the home, the front of the home has a stair case. There is a entry way that leads to the child care areas. There is a gate that separated the child care area from the front of the home, making the stairs inaccessible to children in care. Emergency Disaster Plan, Parent\342\200\231s Rights Poster and the Facility License are observed to be posted. The first area reviewed was the dining room area that is also a TV room. Licensee states children will spend time in here. Attached to the dining room is the play area. LPA observed two play yards and two high chairs. Licensee states they will only use the high chairs for the appropriate ages and when a child is eating. There were age appropriate toys and equipment present.

Per licensee, the dining room will be used as an area for an ill child until an authorized representative comes to pick up child. The kitchen adjacent to the play area, is off limits to children in care. There are two safety gates for either entrance of the kitchen to make the area inaccessible to children in care. There are first aid supplies available. A fire extinguisher was observed. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was serviced on
09/07/2021, as indicated on service tag. Per State Fire Marshall standards, fire extinguishers shall be serviced annually.
LPA discussed with Licensee that they will need a serviced or new 2A10BC fire extinguisher before being taken off inactive status.
The tour continued to the hallway next to the dining room. There is a bathroom present for children in care to use.
Detergents, cleaning compounds, medications, and other items which could pose a danger are inaccessible to children.
Fireplaces and open face heaters are inaccessible to prevent access by children, locked in a bedroom.
The licensee states that a cell phone is used and stays at the facility during operating hours.
LPA observed napping equipment in the form of play yards and mats. Equipment is stored in play area.
At 11:40am,
LPA observed the back yard area.
The outdoor play area was observed to be fenced. At this time, children are using the back yard for outdoor play time.
Licensee states that the back yard will be used if they enroll children that area old enough to come outside to play. There is a grass and hardtop area for children in care to play on.
The licensee is observed to be operating within the license capacity limitations.
The licensee and other personnel have not completed renewal training on preventive health practices including Pediatric First Aid and CPR.
LPA discussed with licensee that Pediatric CPR/First Aid will need to be completed before being taken off inactive status. Licensee has not completed Mandated Reporter Child Care Provider training due to the training not being provided in their language.
The licensee does
have proof of immunization against influenza, tuberculosis, pertussis, and measles but they are not present. LPA instructed Licensee to send copies of immunization, prior to removal from inactive status.
Children's records were not reviewed during this inspection.
The following was discussed
:
-There are two small dogs on the premises. Per licensee they do not come to the child areas and remain in off limit areas.
-
Infant Walkers, Johnny Jumpers, Saucer Chairs, and/or any other item that falls into these categories are not permitted in a family child care facility.
-Smoking is prohibited in a license family child care home.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
The following corrections need to be corrected prior to being removed from Inactive Status. Corrections are due by 02/23/2024:
Licensee will complete EMSA approved Pediatric First Aid/CPR
Licensee will service or replace the 2A10BC Fire Extinguisher.
Licensee will obtain copy of their immunization for Pertussis, Measles, Tuberculosis, and Influenza
Upon receipt of these corrections, and pending final review, License will be removed from Inactive Status.

During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
A notice of site visit was given and must remain posted for 30 days.
Exit interview conducted and report was reviewed with the licensee Yan Yun Wu, at 12:30pm.
