What the inspector wrote

On 1/21/26, Licensing Program Analyst (LPA) Lilli Babcock conducted an unannounced annual inspection. Upon arrival LPA met with Lead Teacher, Silvia Zavala, to whom the reason for the visit was explained. Director, Natalia Laral, arrived at the facility at approximately 10:40 am. Lead Teacher guided LPA on a tour of the facility. This is a preschool age program licensed for 22 children which operates Monday \342\200\223 Friday. The facility consists of only one classroom with an AM program from 9:00 AM- 12:00 PM and PM program from 1:00 PM \342\200\223 4:00 PM. There are 11 children enrolled in the am program and 9 children enrolled in the pm program. All areas identified on the Facility Sketch were inspected. Facility is located in a bungalow on the Rivera Elementary School Campus. Upon arrival there were two staff (Staff #1 and Staff #2) present caring for 10 children. Teacher-child ratios were observed to be in accordance with Title 22 Regulations. Staff names were recorded. All children were observed to be under supervision, including visual supervision, of a teacher at all times. The licensed facility is within the conditions, limitations, and capacity specified on the license. LPA observed the facility to be clean, sanitary and in good repair. Furniture and equipment were inspected to be free of sharp, loose, or pointed parts. Classroom was inspected to ensure Page 1 of 4 that the floors have a surface that is safe and clean. All toilets and washing facilities are in safe and sanitary operating conditions. At this time, the classroom is used as an isolation area. A space for ill child is located in the quiet area or library. Parents are contacted immediately when children are determined to be ill and staff are ensuring that children with obvious symptoms of illness are not being accepted. The facility provides one snack per program. Per Lead Teacher snack is picked up every morning from the cafeteria and stored in the classroom refrigerator and or cabinets. All food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination, and LPA inspected that any contaminated food is discarded immediately. Paper cups are provided to children and filled from a jug of water in the classroom and the jug and cups are taken outdoors during outdoor play time. All storage containers for solid waste, including moveable bins, have tight fitting covers. Disinfectants, cleaning solutions, and other items that are dangerous to children are stored in an area inaccessible to children. LPA observed that there are smoke and carbon monoxide detectors in the facility. Carbon monoxide detector was tested and was operable on this day. Smoke detector is tested by school district.The last Disaster Drill was conducted on 12/18/25. Per Lead Teacher there are no children enrolled that require medication at this time. Facility shares outdoor playground with Kindergarten. A waiver and schedule is on file. Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. All areas around and under high climbing equipment, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day. Staff files and children's files were reviewed and observed to be complete. Page 2 of 4 All staff have received an active criminal record clearance as a condition of their employment with the El Rancho Unified School District. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 , requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16 . For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 ( PIN 21-21.1-CCP .). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP . CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA also informed facility representative of the Page 3 of 4 importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP .
