What the inspector wrote

On 1/15/26, Licensing Program Analyst (LPA) Lilli Babcock conducted an unannounced annual inspection. LPA met with Lead Teacher, Emily Virgen , to whom the reason for the visit was explained. Lead Teacher guided LPA on a tour of the facility. This is a State Preschool program licensed for 22 children. The facility consists of one classroom with an AM program from 09:00 am - 12:00 pm and PM program from 01:00 pm - 04:00 pm. Per Lead Teacher, there are 22 children enrolled. All areas identified on the facility sketch were inspected. The facility is in a bungalow on the Durfee Elementary School Campus. Census was taken. LPA observed eight children with two staff present upon arrival. Teacher-child ratios were observed to be in accordance with Title 22 Regulations. Staff names were recorded. The licensed facility is within the conditions, limitations, and capacity specified on the license. All areas identified on the Facility Sketch were inspected. LPA observed the facility to be clean, sanitary and in good repair. Furniture and equipment were inspected for good condition, free of sharp, loose, or pointed parts. The indoor classroom was inspected to ensure that the floors have a surface that is safe and clean. Storage for children's belongings were inspected. LPA also observed all children have their own cubby. All toilets and washing facilities are in safe and sanitary operating conditions. At this time, the isolation room for ill children is the library in the classroom and a mat is available for an ill child to rest on. Per Lead Teacher, parents are contacted immediately when children are determined to be ill, and staff are ensuring that children with obvious symptoms of illness are not being accepted. Drinking water was observed to be readily available Page 1 of 4 indoors and outdoors. LPA observed a drinking fountain and water jugs with disposable cups readily available and staff take a water jug with disposable cups outdoors. Per the lead teacher, children do not nap in the facility due to the program being only 3 hours. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were observed to be inaccessible to children on this day. All storage containers for solid waste, including moveable bins have tight-fitting covers that are kept on, and in good repair. Lead Teacher states that there are no poisons stored at the facility, and none were observed on this day. Carbon monoxide detector in classroom was tested and was observed to be operable on this day. Fire extinguisher was observed to have a service tag dated 7/8/25. LPA observed all required forms/publications to be posted in the entrance of the classroom. Snack menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. The facility provides AM and PM snack. All food comes from the elementary cafeteria. Lead teacher states there are no weapons, firearms, or bodies of water on the premises. First Aid supplies are available. LPA observed a current Emergency disaster drill. Last drill documented was on 1/14/26. LPA took a tour of the outdoor play area and inspected the outdoor play equipment for any loose or pointed parts. LPA observed adequate shade, age-appropriate toys, equipment, and materials for children. Outdoor activity space surface is maintained in a safe condition and is free of hazards. Areas around and/or under climbing equipment have cushioning material to absorb a fall. Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day. LPA observed all children present were signed in. Children\342\200\231s roster was reviewed. Page 2 of 4 Staff and children's files were reviewed on this date. LPA observed Lead Teachers Pediatric First Aid/CPR with American Heart Association expires on 02/6/2026. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 , requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16 . For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 ( PIN 21-21.1-CCP .). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP . CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES Page 3 of 4 LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP .
