What the inspector wrote
On April 8, 2025, at 12:30p.m., Licensing Program Analysts (LPA’s) Keneisha Dunlap and Peter Bishop arrived at the above facility for the purpose of an unannounced Annual Inspection. LPA Dunlap announced the purpose of the visit and was granted entry into the facility by Licensee- Yolanda Stowe.
There are 10 children enrolled, and 8 children present, and 3 staff present at the time of inspection. This is a preschool program, and the center hours of operation are Monday- Friday 7:00am-6:00pm.
LPA's observed all posting requirements for operation on the licensing board LIC 203A-License, LIC 610, PUB 393, PUB 269, LIC613A, LIC 9148, Menus, Activity Schedule, and completion testing and remediated lead exceedances.
Documentation of current Fire & Earthquake drill was observed with last drill conducted on 3/31/25.
Fire extinguisher(s) observed with a service tag date of 12/17/24.
LPA's observed an operable smoke detector, and carbon monoxide detectors.
LPA’s inspected Classroom 1-the classroom was equipped with age-appropriate furniture and learning materials. Classrooms has carpeted area, TV, library area, soft furnishings, cubby storage, dramatic play area, age-appropriate toys, manipulative items, and arts & crafts area. The First Aid supplies were inventoried in classroom. All cleaning supplies and/or hazardous materials stored in cabinets and drawers with safety latches. LPA’s observed classroom, equipment, and materials to be in good condition, free of sharp, loose, or pointed parts.
Classroom 1 has 2 Bathrooms with age-appropriate sink and toilet in each. The bathroom was in good working condition.

LPA’s inspected Classroom 2- which is not being used at this time. The children do nap in this space. LPA’s observed classroom, equipment, and materials to be in good condition, free of sharp, loose, or pointed parts.
The Playground area has small climbing and slide structure with wood chips, bikes, basketball hoops, playhouse, crawl tunnels, balls, artificial grass on play area, and age-appropriate tables and chairs. LPA’s observed main care area to be in good condition, free of sharp, loose, or pointed parts.
All electrical outlets are covered.
All trash cans have lids.
The facility does provide breakfast, lunch, and snack. All food items are stored and has current expiration dates. LPA observed the kitchen area where food is distributed to be clean and organized. Knives are stored in drawer with safety latch. A roster of children names with allergies are kept in the kitchen, and in classroom.
LPA Dunlap reviewed sign in and out sheets for 4/28/25 printed from BrightWheel App. All required signatures from parents were accounted for.
The facility was reminded that smoking is prohibited on the premises.
The isolation area is in the Directors office when any child is sick.
The Licensee stated they do not administer medication at this time. If children were to have medications that need to be administered there are in classroom inaccessible to children on the top shelf.
The facility uses a landline. The facility also communicates with parents via ProCare App.
The Licensee stated there are no firearms at the facility.
The Director stated that they do not provide transportation for children.

Criminal Record Clearance - Child Care Centers- Licensee- Yolanda Stowe was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Lead Testing
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
Incidental Medical Services (IMS)
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. MyChildCarePlan.org
Licensee- Yolanda Stowe was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
A notice of site visit was given and must remain posted for 30 days.
No deficiencies cited during today’s visit.
