What the inspector wrote

Licensing Program Analyst (LPA) Randy Derraco conducted an unannounced required one year inspection on 10/14/22 at 9:30 AM. LPA met with Yolanda Stowe, Director, who guided analyst on a tour of the facility. This is a School-Age program which consists of one classroom. Facility operation hours are Monday to Friday from 7:00 AM to 6:00 PM. All areas identified on this report were inspected. LPA did not observe any children in care. Per Director, it has been over one week since a school age student has been provided services. The following was observed during the tour of the facility: Furniture and equipment were inspected for age appropriateness and good repair. LPA observed material and equipment are free of sharp, loose, or pointed parts. Telephone service, heating, lighting and ventilation were evaluated. Children have their own cubby to store their belongings. Age appropriate sinks and toilets were inspected for availability and good repair in all restrooms. General sanitation was observed in the bathroom. Per Director, school age children are taken to the bathroom one at a time to ensure different genders are not using the bathroom at the same time. Individual privacy was observed in the bathroom designated for use by school age children in care. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. According to the Director, medication is not administered at the facility. LPA observed poisons are stored in in a locked closet in a separate classroom. LPA observed paint cans and freshly painted cubby lockers outside of the classroom. Director states that an alternate entrance will be used to avoid the area completely. LPA observed an iron wrought gate and a door leading to the classroom to be closed making the area inaccessible. LPA advised that a technical violation will be issued to remind Director that the child care center shall be clean, safe, sanitary, and in good repair at all times to ensure the safety and well being of the children, employees and visitors. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. First Aid supplies were observed in the classroom. The facility provides PM snack. LPA observed that water is readily available indoors via water jugs and disposable cups All kitchen areas/food preparation areas and food storage areas are kept free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable bins have tight-fitting covers that are kept on, and in good repair. LPA observed that outdoor space is physically separate from all other components. Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. Outdoor activity space surface is maintained in a safe condition as is free of hazards. Areas around and/or under climbing equipment, swings and slides have cushioning material to absorb a fall. The outdoor area had adequate shade. LPA observed that water is readily available outdoors via water fountain. The Director states that there are no bodies of water on the premises and LPA did not observe any bodies of water during this visit. Director states there are no weapons or firearms on the premises. All individuals present have obtained a criminal record clearance or criminal record exemption. There is at least one person trained in CPR and Pediatric First Aid present during this inspection. Staff’s Records were reviewed and are complete. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Therefore, there are no citations being issued today. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the Director Yolanda Stowe
