What the inspector wrote

On January 15, 2025, at 9:15a.m., Licensing Program Analyst (LPA) Keneisha Dunlap arrived at the above facility for the purpose of an unannounced Required Inspection. LPA Dunlap announced the purpose of the visit and was granted entry into the facility by Licensee/Director- Yolanda Stowe. Licensee/Director conducted a guided tour of the facility inside and outside with LPA Dunlap. There are 0 staff present in classroom. 14 children enrolled and 0 children present. The center hours of operation are Monday- Friday 7:00am-6:00pm (Children are transported to school at 8:00am and return at 3:00pm) LPA observed all posting requirements for operation on the licensing board LIC 203A-License, LIC 610A, PUB 393 LIC 9040, PUB 269, LIC 9148, LIC 500, LIC 613A, Menus, Activity Schedule, and completion testing and remediated lead exceedances. Documentation of current Fire & Earthquake drill was observed with last drill on 11/22/24. Fire extinguisher observed with a tag date of 12/27/24. LPA observed a operable smoke detector, and carbon monoxide detector. LPA inspected the classroom equipped with age appropriateness furniture and learning materials. Telephone service, heating, lighting, and ventilation were evaluated. Children do not nap. At 10:00am, LPA Dunlap observed a broken 3 tier library. The Licensee removed. This poses a potential health and safety risk to children in care. Technical Violation will be issued. 1 working bathroom with age appropriate sink and toilet. The isolation area is located in the Directors office. Facility uses water bottles with children names and water is supplied through a filter in the kitchen. All electrical outlets are covered. All trash cans had lids. First Aid supplies were inventoried. Facility does not administer medication. All cleaning supplies and/or hazardous materials stored in cabinets and drawers with safety latches. Page 1 of 4 Outdoor play area observed and inspected for safety, good repair and age appropriateness. Required shade, and fencing were inspected that met the regulation. Play area was inspected for hazards and no bodies of water on premises. All food items are stored and with current expiration dates. The facility does provide breakfast, lunch, and snack. LPA Dunlap observed the kitchen area where food is distributed to be clean and organized. Knives are stored in drawer with safety latch. Communication board for staff has list of children who have allergies along with food substitutions. Facility is reminded that smoking is prohibited on the premises. Staff Files Staff #1 File has all licensing required licensing documents and immunization record in folder. CPR expiration date of 2/21/26 Expired- Mandated Reporter- 7/28/24 Accreditation courses in file. Staff #2 File has all licensing required licensing documents and immunization record in folder. CPR expiration date of 8/21/26 Mandated Reporter expiration date of - 2/26/26 Accreditation courses in file. 1 out of 2 Staff Files had expired mandated reporter certificate. This poses a potential health and safety risk to children in care. Technical Violation will be issued. Criminal Record Clearance - Child Care Centers- Licensee/Director- Yolanda Stowe was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Lead Testing Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Incidental Medical Services (IMS) Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. MyChildCarePlan.org Licensee/Director- Yolanda Stowe was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. 2 Technical Violations issued during todays inspection. A notice of site visit was given and must remain posted for 30 days.
