What the inspector wrote

Licensing Program Analysts (LPA) Jeanette Estrada and Susann Sanchez conducted an unannounced annual inspection. LPAs met with Director Sarah Chavez who guided analysts on tour of facility at 11:28 AM. This is a preschool program with five licensed classrooms but only three are being used at this time due to Covid-19. This facility is located on a Montebello Unified School District elementary school. Facility operation hours are from Monday to Friday from 7:00 AM to 6:00 PM. All areas identified on the Facility Sketch were inspected. The following staff was present during this inspection: Yellow Room: Staff #1 and 3 preschoolers; Orange Room: Staff #2, and #3 with 9 preschoolers; Blue Room: Staff #4 and 8 preschoolers. The following was observed during tour of facility: PHYSICAL PLANT - Disinfectants, cleaning solutions and other items that may pose a danger to children, were observed to be inaccessible. Director states there are no poisons in the facility. Per Director there are no medications stored in the facility. LPA Estrada observed the cleaning supplies stored in the bottom cabinets with a lock. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. Hand washing sinks are safe, sanitary and are operating properly. Four of the ten toilets are not working properly and per Director they will be replaced by 7/23/21. There are six toilets available for use which were observed to be safe, sanitary and operating properly. All floors are clean and safe. Kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish and rodents and/or any other vermin. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids. Drinking water is readily available both indoors and outdoors. Children bring their own water bottles and are provided with refills throughout the day. The facility was observed to be free of flies, other insects and rodents. Continued on page 2 Page 2 Napping equipment and bedding was inspected for good condition, appropriate storage and cleanliness. Storage for children's belongings was inspected. Facility launders the napping sheets. Teacher child ratios were observed and staff names recorded. Sign in and out sheets were reviewed. Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yards. All individuals present have obtained a criminal record clearance or criminal record exemption. There is at least one person trained in CPR and Pediatric First Aid present during this inspection. The name of the child care center director or fully qualified teacher(s) designated to act in the director's absence is on file. Educational background, training, and/or experience for each staff present are on file and were reviewed. In review of children\342\200\231s records, files contain information including, but not limited to the following: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary. Children's roster was reviewed and is current. Facility re-opened on 7/12/21. Per the Director the first Disaster Drill will be conducted on 7/23/21. Snack menus are emailed to parents at the end of the month for the following month. LPAs observed menu also posted on on the sign in cart and in the hallway. Menu Snacks were reviewed for availability, quantity and appropriateness to children in care. The facility provides AM and PM snack. Children bring their own lunch from home. Continued on page 3 Page 3 Incidental Medical Services (IMS) policy was discussed - At this time there are no children in need of IMS. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA discussed Department of Public Health, Early Care and Education Guidance COVID-19 recommendations. COVID-19 Self Assessment and RAST completed during this visit. LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov . Based on this information no citations are being issued on today's visit. Exit interview was conducted with Director Sarah Chavez.\342\200\224Notice of Site Visit. The Notice of Site Visit (LIC 9213) \342\200\223 must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Appeal Rights were given and explained.
