What the inspector wrote

Licensing Program Analyst (LPA) Ashley Calderon conducted an unannounced annual/ random inspection to the above facility on 07/23/2025 at 12:48pm. LPA Calderon met with Licensee Sheryl Adams who allowed LPA entrance into the facility. Upon arrival, LPA observed 3 children ( 1 was an infant and 1 is Licensee's foster child). Licensee informed LPA Calderon the facility has a dual License - facility is a Foster home. Facility in compliance is a Large Family Child Care home with Capacity 14. Facility hours of operation are 24 hours. Overnight care is provided. Licensee was reminded children shall not exceed 24 hour care at one time. Licensee guided analyst on a tour of the facility. LPA provided Licensee with a copy of the LIC 126 Entrance Checklist to help facilitate the inspection. Areas used by the children were inspected as follows: Kitchen, living room, dining room, 1 bathroom and back yard. Areas off limits include: All Bedrooms, the upstairs 2nd floor which includes 3 bedrooms and 1 bathroom, Master bedroom located downstairs, the family room and front yard / side yard. Off limit change of use of yards was reported. Individuals who reside in the home were noted and discussed. Per Licensee, staff assistant works on occasions. Adults present during visit had fingerprint clearance. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. (Pg 1/ Cont...) There is telephone service via a land line and a cellphone that are used. There is ventilation and heating (central). Age appropriate toys play equipment and materials were observed. Licensee states that there are no firearms stored in the home. Home has pet dogs that are located in off limit areas. Smoke and carbon monoxide detectors were tested and found operable. LPA observed kitchen and bathroom children use, has no hazardous items for children. Staircase has a baby safety gate in place. Detergents, cleaning compounds, medications, and other items which could pose a danger to children were observed to be inaccessible to children in locked hallway closet. Per Licensee, there are no poisons in the home and understands that storage areas for poisons when maintained in the home must be locked not only inaccessible. The valve on the required 2A10BC fire extinguisher indicates fully charged and was purchased on 07/23/25 as indicted on the receipt. Fire and Disaster Drill was conducted on 6/12/2025. Children use the backyard and at times children play at Stevenson Park which is located right behind the Licensee home. The licensee states that supervision is always provided. No bodies of water was observed on premises. Licensee consulted on closure process due to Licensee stating will like to retire soon and LPA gave consultation regarding adding a Licensee to the License as Licensee has an interest to add daughter. LPA provided PIN subscription link, LIC form website and CARE tool links. LPA consulted on infant safe sleep forms: 15 min sleep log and LIC9227 Indiv. Infant Safe Sleep; forms printed for Licensee. LPA conducted record review. Children Roster was reviewed and current. Licensee Mandated reporter (M.R) by FosterParentCollege Co expires 7/21/25 and Pediatric 1st aid and cpr expires 7/11/27. Staff Assistant Pediatric 1st aid and cpr expires 7/11/27. Children present files was reviewed and all children had appropriate documentation. LPA conducted interview with Licensee. At 2:57pm Licensee (2) children living in the home arrived. One child counts in census making census 4. Children living in the home over the age of 10 are not counted in the census. (Pg 2/ Cont...) Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. No Deficiencies given during this visit. During the exit interview Licensee Sheryl Adams confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Licensee Sheryl Adams. (Pg 3/ End.)
