What the inspector wrote

On 03/30/26 at 1:00PM Licensing Program Analyst (LPA) Javier Duran conducted an unannounced Annual Inspection at the above facility. LPA met with Licensee Sonia Velasco and provided entrance check list and conducted a tour of the home. Also present in the home were Licensee’s Husband. LPA observed 3 children in care none were infants during inspection. Per Licensee there are 7 children enrolled. Licensee stated low enrollment is due to ICE activity around the neighborhood. Per Licensee hours of operation are 6AM to 6PM Monday-Friday. Per Licensee she provides transportation to and from school. Per Licensee she does not provide overnight care. Per licensee she is apart of the food program and provides Breakfast, lunch, and PM Snack. Per Licensee outside food is not permitted in the facility. Per Licensee no children in care require medication or have food allergies. LPA observed documents on licensing board (Facility License (LIC 203), Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040), Emergency Disaster Plan (LIC610a) and ER drill log last dated 5/2026. LPAs observed licensee and assistant’s current Pediatric CPR/First Aid Certification Exp 4/27. LPAs observed Licensee and assistant’s Mandated Reporter certificate expired 7/16/25. One type B deficiency was issued as this poses a potential health, safety or personal rights risk to persons in care. Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. LPA observed a fully charged 2A10BC fire extinguisher with a receipt dated 02/27/26 under the kitchen sink. Page 1 of 3. *****Inspection was conducted in Spanish**** LPA observed a functioning carbon monoxide detector on the ceiling wall and a smoke detector on the living room ceiling. The home was observed to have proper ventilation and heating for safety and comfort. LPA observed a wall heater in the hallway next to the ½ bath children in care use, surrounded by a 4 ft mesh barricade that was bolted to the wall, making it inaccessible to children in care. The home maintains telephone service via cell phone and landline. Per licensee there are no firearms on the premises. Kitchen area was observed to be clean and free of clutter and have no sharp objects or chemical compounds accessible to children in care. LPA observed kitchen knives in a kitchen drawer, secured by a safety latch, inaccessible to children in care. LPA observed cleaning supplies in the kitchen cabinet underneath the kitchen sink, secured by a safety latch, inaccessible to children in care. Bathroom children use was observed to be clean and free of hazards. LPA observed bathroom sink cabinet to be secured by a safety latch Per Licensee she stores toilet paper in the cabinet. Per Licensee she does not provide potty training. LPA observed age appropriate learning materials and toys in the daycare bedroom. LPA observed 1 play yard as well as mats for other children in care. Per Licensee all linens are washed in the facility once a week and as needed. Outdoor Play for children in care is located in the enclosed backyard. LPA observed grassy area and age appropriate toys such as trikes, play house and balls covered by patio shade. LPA observed no bodies of water on the premises. 2 children’s files were reviewed and observed to be complete. Licensee Sonia Velasco was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee Sonia Velasco and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee Sonia Velasco of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. .Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the Licensee Sonia Velasco, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Sonia Velasco. Page 3 of 3.
