What the inspector wrote

During the interview with the Director, they denied yelling at children or having observed or having knowledge of any other staff members yelling at children for reasons such as refusal to sleep or line up correctly. Additionally, Staff 1, who has been identified as an alleged individual involved in yelling at children, was described as being sweet and kind to children. Regarding the allegation of \342\200\234Uncleared staff was allowed to work at the facility\342\200\235, the Director explained that Staff 5 was hired solely as a cleaner, working in the mornings before children arrived and after they had left. According to the Director, Staff 5 was never involved in providing care or supervision to the children. They were only responsible for cleaning during their 3-4 hour shifts, Monday through Friday, and were not present during the program hours when the children were in care. Regarding the allegation of \342\200\234Staff withheld food from day care children\342\200\235, the Director denied the allegation that staff had withheld food from daycare children. The Director stated that all children receive meals together at their scheduled mealtimes and that such an incident had never occurred. Regarding the allegation of \342\200\234Staff demonstrated inappropriate form of discipline toward day care child\342\200\235, the Director also denied the allegation that staff had used inappropriate forms of discipline toward children. Specifically, in response to an incident where a child allegedly clogged the toilet, the Director emphasized that staff would never yell at a child for such an incident. Instead, they would take a consultative approach by talking to the child and explaining the consequences of such behavior (i.e., what could happen if too much toilet paper is used). The Director reaffirmed that the facility\342\200\231s staff does not use inappropriate discipline practices. In summary, the Director has denied all allegations made about the facility, explaining that the staff\342\200\231s roles, responsibilities, and behaviors align with the facility\342\200\231s standards and procedures. During the interview with the staff, they also denied the allegations and did not report observing any of the alleged incidents mentioned. Their statements were consistent with the Director's responses. During the interview with Staff 1, Staff 1 denied any wrongdoing related to speaking inappropriately to children or using inappropriate forms of discipline. During the interview with the children, they expressed positive experiences regarding the daycare program. The children shared that they enjoy attending the program and did not raise any concerns. In fact, they specifically mentioned enjoying the care provided by the staff and particularly favored the Director and Staff 1, referring to them as their favorite teachers. The parents interviewed also did not express any concerns related to the allegations mentioned above. Instead, they were pleased with the services and care being provided to their children. Based on the investigation conducted, there is insufficient evidence to support the above-mentioned allegations to be true. Therefore, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are Unsubstantiated. The Notice of Site Visit was provided and must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with Marie Olivelle, Director including, but not limited to Provider Rights, Appeal Procedures and Agencies Consultative Role.
