What the inspector wrote

On August 09, 2024, Licensing Program Analyst (LPA) Alemoh met with licensee, Gloria Vides, who guided analyst on a tour of the facility for the One Year Required inspection. Upon arrival LPA observed 5 children in care along with the licensee caring for them. The adults living in the home are Licensee, Licensee\342\200\231s husband, and Licensee\342\200\231s mother. Facility hours of operation are 7:00 am to 6:00 pm. Incidental Medical Services (IMS) policy was discussed. There are no bodies of water on the premises. Physical Plant: This is a one-story family home. The home consists of a (off-limits)kitchen, living room, family room, (off-limits)dining room, 2 bedrooms, 2 bathrooms, (off-limits)laundry room, and front and (off-limits)back yard. The primary care for children is conducted in the living room area. The home was inspected inside and out for safety, comfort, cleanliness, telephone service (land line), heating and ventilation, inaccessibility to poisons, detergents/cleaning compounds which are stored in under the kitchen sink which is off limits to children in care, knives are kept in the laundry room(off-limits) and are inaccessible to children by being stored high up. There is an infant room with cribs, LPA inspected the cribs and observed nothing in the cribs. Children nap on mats or in cribs in the living room(daycare area or the infant room). Safe and age-appropriate toys, play equipment and materials were observed. The smoke detector, carbon monoxide detector(tested as of 11:45am) and Fire Extinguisher (2A10BC, reading in the green zone as of 11:40am) are all in operable condition. Electrical outlets are inaccessible. No recalled and or prohibited toys or sleep/ play equipment were observed on the premises. There is a designated area for ill children as necessary in the day care room. Per Licensee, there are no weapon/firearms in the home. The facility sketch is complete and current, there is working telephone (land line). Bathroom: Children use Bathroom #1 located in the hallway to the right. LPA observed a toilet and faucet to be clean and in operable condition. LPA observed a latched cabinet containing all shampoos and toiletries in bathroom #1. There is shower located in the bathroom area to have a glass door that is heavy enough for children to be unable to open. Extra shampoos and soaps were located on the high shelf in the shower that were high enough making it inaccessible to the children. Water temperature is appropriate and toilet paper and paper towels are readily available. Kitchen: The kitchen is off limits to children in care by a safety gate. Sharp utensils, open bottles or alcohol are inaccessible. The home has a clean and fully stocked refrigerator/freezer. Breakfast, lunch, and snacks are provided . Licensee stated she is a participant in a food program. Outdoor: The back yard is off-limits and barricaded by an brown fence on the right side of the home. The front yard is on-limits and is completely fenced in an iron fence with a lock. LPA observed age-appropriate toys, well secured and safe for children. There is a black top area for children to play with age appropriate play structures. There is an area for shade and rest. The left side of the grass area of the front yard is off-limits to the children per licensee. Per licensee, there one cat on the premises. Advisory/Other: First Aid kit was observed in the day care area with supplies readily available. CPR/First Aid expires 2/25/2025. Licensee\342\200\231s Mandated Reporter Training Certificate expires on 07/2025. LPA reminded licensee mandated reporter training and CPR must be completed every 2 years. Licensee had all the required posted documents: Facility License (LIC 203), Notice of Parent's Rights Poster (PUB 394), Emergency Disaster Plan (LIC 610A), and Earthquake Preparedness Checklist (LIC 9148). Children files were found to be complete . Last fire/disaster drill log is maintained current and last drill was completed on July 2024. Documents Provided and or Discussed: Fire Drill Log, Postings, Employee's and Children's records, Safe Sleep PIN 20-24-CCP and Individual Sleeping Plan (LIC9227). Licensee currently does not have child care insurance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA observed copies of safe sleep charts for infants that are currently enrolled. An exit interview was conducted, a copy of this report was reviewed and provided to licensee along with the appeal rights.
