What the inspector wrote

Licensing Program Analyst (LPA) Roxana Lopez conducted an unannounced required inspection. A risk assessment was conducted upon entry- appropriate PPE was used. LPA was greeted at the lobby and was walked over to a classroom. LPA met with Administrator, Terna Sepulveda, who was in a classroom and was not able to assist with the walk through. At 9:05 am Administrator Ana Villalpando arrived to the facility and guided LPA on a tour of the facility. This is an infant program licensed for 10 children. This facility operates Monday \342\200\223 Friday from 7:30 AM \342\200\223 5:30 PM. Per the Administrator there are 8 children enrolled. This is a combination center with preschool license on site, License # 198009833 All areas identified on the facility sketch were inspected. Upon arrival, LPA observed 5 children with 2 staff in the infant room. Teacher-infant ratios were observed to be in accordance with Title 22 regulations. The Licensee is within the conditions, limitations, and capacity specified on the license. Staff names were recorded. All children were observed to be under visual supervision of a teacher at all times. Classroom was observed to ensure that infants are never left unattended and under the direct visual supervision of a staff person at all times. The facility was inspected to ensure that it is clean, safe, sanitary, and in good repair to ensure the safety and well being of children, employees and staff. Furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. The facility has age appropriate furniture and equipment including but not limited to cribs, cots and changing tables. LPA observed that infant changing tables are within an arm\342\200\231s reach of a sink. LPA observed sufficient infant napping equipment that meets the requirements of Title 22 regulations. LPA did not observe any baby walkers or any items that fall into that category present in the facility. Storage for medication is located in the office per administrator there are no children in need of medication at this time. At this time, a small room located in the front is used for isolation, a cot is available for use. Parents are contacted immediately when children are determined to be ill. -------------------------------------------- Pg.1 of 3 --------------------------------------------------------------------------------------- Children's roster was reviewed and is current. Children present were signed in. Disaster drill log was available, last drill was conducted on 08/17/2021. Children bring their own bedding materials, Due to COVID bedding materials are sent home at the end of the day to be laundered. Storage for children's belongings was reviewed. Food preparation areas were toured for safety, cleanliness and proper equipment. All meals are provided by parents. Bottles, dishes, and containers were labeled with infants\342\200\231 names; dates were visible on all children's bottles and other refrigerated items. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are stored in an area inaccessible to infants. Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. LPA observed a cushioning material underneath the play structures. Drinking water was observed in form of sippy cups and a water jug is taken outside. The Administrator states that there are no bodies of water on the premises and LPA did not observe any bodies of water during this visit. Sign in and out sheets were reviewed to ensure that children present are signed in. Staff Records were reviewed to ensure that personnel records are maintained on all staff. Also to ensure that Teacher\342\200\231s present have required infant units on file and are qualified. Children\342\200\231s Records were reviewed to ensure that each child has a separate, complete, and current record, a Needs and Services Plan, and a medical assessment are on file. Criminal Records Clearance for adults and verification of CPR/First Aid and health preventative practices documentation was reviewed. SB792 Immunization Requirements for Staff and Employees was discussed with the Licensee. All staff have immunization documentation. AB1207 Mandated Child Abuse Reporting \342\200\223 Implementation was discussed with Licensee. Website provided: http://mandatedreporterca.com/ ----------------------------------------------------- Pg.2 of 3------------------------------------------------------------------------------ The facility shall ensure that each infant is never left unattended, and is under the direct visual supervision of a staff person at all times; LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov . LPA issued a copy of the LIC 857 Children\342\200\231s Records Review and the LIC859 Staff Records Review to the licensee during this inspection. LPA consulted with Administrator regarding COVID-19 health and safety guidelines on this date. RAST inspection is on file and LPA Lopez observed COVID- 19 postings posted in the day care on this date. During this inspection LPA discussed Social and Physical Distancing Guidance And Healthy Practices For Child Care Facilities In Response To The Global Coronavirus (COVID-19) Pandemic Written In Collaboration With The California Department Of Education. At this time, the licensee is in compliance with California Title 22 Regulations.
