What the inspector wrote

Licensing Program Analyst (LPA) Nolan Tcheng conducted an unannounced random inspection. A one year annual and required inspection is being conducted today. Upon arrival LPA met with Director Gwen Blackmo . This is a Mildly Ill program which consists of 1 classroom. All areas were identified on the Facility Sketch were inspected. There are currently no children enrolled in the program as it is a per need basis. Licensing staff observed all required forms/publications to be posted in the office. The Licensee is within the conditions, limitations, and capacity specified on the license. Hours of operation for this facility are 6:30am-6:30pm, Monday-Friday. Facility is located on same grounds as Arcadia Methodist Hospital. PHYSICAL PLANT: At 11:50am, LPA was led on a tour of classroom. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. All toilets, hand washing, and bathing facilities are safe, sanitary and are operating properly. All floors are clean and safe. At 11:53am, LPA brown water stain on ceiling tile. All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish and rodents and/or any other vermin. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids. Per director, drinking water will be available for indoor and outdoor upon enrollment. The facility was observed to be free of flies, other insects and rodents. Sufficient individual storage space for children was observed and each child has a cubby. Napping equipment was observed to be in the classroom.. At this time, there are two isolation areas: one in classroom and other in office of site supervisior. A mat or crib is available for an ill child to rest on. First Aid supplies are available and complete. Facility has a functioning sprinkler system that contacts the fire department directly. At 11:55am, LPA advised Director to purchase a smoke detector and carbon monoxide detector to provide a system that can be tested for functionality. Director states there are no weapons, firearms, or bodies of water on the premises . REPORT CONTINUES PAGE 1 of 3 Medication location was observed for use in the event of need in kitchen area. OUTDOORS : At 12pm LPA observed a grass area adjacent to the classroom that will be used for outdoor play with the children enrolled. Outdoor play area is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. Per Director, use of the playground in the Preschool/infant side is available for child use. FACILITY RECORDS- Sign in and out sheets were not observed as there are no children enrolled at time of inspection. Staff files were reviewed for a health screening report and immunizations that meet regulatory requirements. Criminal Record Clearance for adults and verification of CPR/First Aid and health preventative practices documentation was reviewed. The name of the child care center director or fully qualified teacher(s) designated to act in the director's absence is on file. Mandated Reporter Training completion was reviewed. Educational background, training, and/or experience for each staff present are on file and were reviewed. No children files were reviewed during the inspection due to no enrollment. Snack menus were reviewed to ensure that they are being posted one week in advance where it is visible by the child's authorized representative. Menus for the past 30 days are available upon request. Hospital provides the food for the facility. This facility provides breakfast, lunch, am snack, and pm snack . This facility provides Incidental Medical Services –( IMS). Facility has submitted IMS plan for all locations. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. LPA observed health and safety practices being conducted at facility. REPORT CONTINUES PAGE 2 of 3 LPA advised the Director to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov .There were no deficiencies cited during this inspection. The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with Gwen Blackmon, Director, at 1:05pm, including, but not limited to Provider Rights, Appeal Procedures and Agency’s Consultative Role. END OF REPORT PAGE 3 of 3
