What the inspector wrote

Page 2 Based on LPA observations and interviews which were conducted and records received and reviewed, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 & Chapter 1, are being cited on the attached LIC 9099D page. Deficiencies that are being cited need to be cleared to protect the children’s health & safety. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100 Exit interview conducted and report was reviewed with Director Brenda Garcia. LPA, Cynthia Reyes informed Director Brenda, that this report dated 02/11/2026 document(s) (2) Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety or personal rights of a child in care. Also, LPA, Reyes informed Licensee, to provide a copy of this licensing report dated 02/11/2026 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC9224), or written statement, must be placed in the child’s file for verification.

    Personal Rights: (a) The licensee shall ensure that each child is accorded with the following personal rights: (2) To be accorded safe, healthful and comfortable accommodation, furnishings and equipment to meet his/her needs. This requirement is not met as evidenced by: LPA observed there is no heat in the Infant classrooms. Children must wear their sweaters or jackets to keep warm. This poses an immediate health and safety risk to children in care.

    Buildings and Grounds: (a)The child care center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors. This requirement is not met as evidenced by: There is no working heater in the Infant class rooms. This poses an immediate health and safety risk to children in care.
