What the inspector wrote

On 02/12/2026, Licensing Program Analyst (LPAs) Mary Silva and Caroline Nguyen conducted an unannounced Case Management Inspection to ensure the facility is in compliance with the health and safety standards in accordance with California Code of Regulations Title 22. LPAs met with Director Brenda Garcia, to whom the reason for the visit was explained. LPAs were guided on a tour of the facility. Census was taken and LPAs observed 4 infants with 1 teacher in classroom #2. LPAs did not observe any staff or infants in classroom #1. During the tour of the infant play yard, LPAs observed debris in form of leaves in front of the infant classroom #1 and on the left side of their play yard. Per director, maintenance was previously conducted weekly and currently conducted monthly. LPAs entered the left side of the infant play yard with artificial grass and observed broken stucco exposing the concrete on the lower portion of the north side of the wall between the entrance of the yard and the barricaded AC unit. The infant play yard does not have a shaded area to accommodate the summer heat or the rainy weather. LPAs observed an enclosed gated area with grass next to the infant yard on the north side of the building. Per director the area is not used, and infants don’t have access to the area. Pictures were taken of the wall and the debris in front and side of the infant play yard. Based on LPAs observations and photographs obtained, the following deficiencies listed on the attached LIC 809D (deficiency page) are being cited in accordance with California Code of Regulations Title 22. Deficiencies that are being cited need to be cleared to protect the children’s health & safety. The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Appeal rights provided. Exit interview conducted and report was reviewed with Director Brenda Garcia.

This requirement was not met: Based on LPAs observations and photographs obtained, the facility did not comply with the section cited above as evidenced by the infant play yard did not provide shade to accomodate for the weather.

    Buildings and Grounds:(a) The child care center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors. This requirement was not met: Based on LPAs observations and photographs obtained, the facility did not comply with the section cited above as evidenced by broken stucco exposing the concrete on the lower portion of the north side of the wall between the entrance of the yard and barricaded AC unit in the infant play yard, debris of leaves outside of the infant classroom #1 and in the play yard, which poses a potential risk of the health, safety, and personal rights of children in care.
