What the inspector wrote

Licensing Program Analysts (LPA) Cynthia Reyes conducted an unannounced case management inspection on this date. This inspection is to ensure the health and safety standards as required by the regulations, Title 22, child care centers are met for this Infant program. LPA met with Director Brenda Garcia, who the inspection was gone over and a tour of the facility was conducted. During the walk through of the facility on 01/29/2026 and 02/11/2026, LPA observed the following citations. (Citation cited on this date due to lack of time on the other dates listed) - All fire extinguishers are not serviced and expired on 12/20/2024 - Window sills are dirty, some with dead flies. - Paint is chipping on all walls and window sills. - Borders around the classrooms are dirty or coming off - Windows need coverings or are old and dirty - Floors have wax build up, carpets are dirty and floor tiles are missing. - Several class rooms have several outlet covers missing. - All ceilings and air vents are dirty (black) mostly around the air vents. -LPA observed on the outdoor fake grass play area cat feces on todays date (photos taken) -LPA smelled mold in the infant class room next to the preschool bathroom that flooded on 01/23/2026. -Sink and changing pad in the classroom is unsanitary (very dirty) -The side yard next to the infant class rooms is dirty and the exit door paths need to be cleaned and cleared to open properly and safely. - No hot water in the facility Page 2 Based on the LPA observations, interviews conducted and records reviews, the following deficiencies listed on the attached LIC 809D (deficiency page) are being cited in accordance with California Code of Regulations Title 22. Deficiencies that are being cited need to be cleared to protect the children’s health and safety. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the Director Brenda Garcia LPA, Cynthia Reyes informed Director Brenda Garcia, that this report dated 01/29/2026 document(s) (2) Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety or personal rights of a child in care. Also, LPA, Reyes informed Licensee, to provide a copy of this licensing report dated 02/23/2026 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC9224), or written statement, must be placed in the child’s file for verification.

Necessary equipment shall include, but not be limited to: (A) Hot and cold running water. This requirement is not met as evidenced by: The facility kitchen does not have hot water for the washing and/or drying cycle to ensure that dishes and utensils are cleaned and sanitized which poses an immediate health, safety or personal rights risk to persons in care.

    Indoor Activity Space: The floors of all rooms shall have a surface that is safe and clean. This requirement is not met as evidenced by: LPA observed in the infant classrooms carpets, floors including all corners need cleaning, removal of all wax buildup and missing floor tiltes, LPA smelled a musty/mold scent in the infant class room next to the preschool bathroom that flooded on 01/23/2026 which poses/posed a potential health, safety or personal rights risk to persons in care.

    Buildings and Grounds: The child care center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitorsThis requirement is not met as evidenced by:Based on LPA observation on 02/11/2026, All the fire extinguishers in the facility expired on 12/20/2024 which poses an immediate health, safety or personal rights risk to persons in care.

    Outdoor Activity Space (d)The surface of the outdoor activity space shall be maintained (1) In a safe condition for the activities planned.(2) Free of hazards including, but not limited to, holes, broken glass and other debris, and dry grasses that pose a fire hazard This requirement is not met as evidenced by: LPA observed cat feces on the fake turf on the infant yard, the infants had not gone out to the yard yet and staff had not skimmed the yard, the side yard next to the infant class rooms is dirty and the exit door paths need to be cleaned and cleared to open properly and safely. which poses/posed a potential health, safety or personal right risk to person in care.

    Fixtures, Furniture, Equipment and Supplies (e) Faucets used by children for personal care shall deliver hot water. (n) Furniture and equipment shall be maintained in good condition, free of sharp, loose or pointed parts. This requirement is not met as evidenced by: LPA observed the sinks does not have hot waterand is dirty, furniture need painted/cleaned and the changing and is very dirty which poses/posed a potential health, safety or personal right risk to person in care.
