What the inspector wrote
The Licensee was offered translation services, and they declined. The conversation was translated by Ramon Aguilar until 1:45pm. The conversation was translated by Jose Garcia Castillo for the rest of the inspection.
On October 1, 2025, at 11:40a.m., Licensing Program Analyst (LPA) Keneisha Dunlap arrived at the above facility for the purpose of an unannounced Annual Inspection. LPA Dunlap announced the purpose of the visit and was granted entry into the facility by Licensee- Olga Augilar. There are 12 children enrolled, and 2 children present at the time of inspection. The hours of operation are Monday- Friday from 6:00a.m.-12:00a.m. All adults in the home were discussed and background and fingerprinted cleared.
This is a one-story home which consists of 4 bedrooms, 2 bathrooms, kitchen, family room, living room, a detached garage, front yard and fenced backyard. The off limit areas include 4 bedrooms, 1 bathroom, kitchen, detached garage, and front yard.
The License, Earthquake Disaster Checklist (LIC9148), Disaster Plan (LIC610A), and PUB 394 (Parent's Rights) were all observed to be posted. The Licensee maintains a current LIC 9040 (facility roster). The most recent disaster drill was conducted on September 12, 2025, and documented in the disaster drill log.
Living Room (Main Care Area): This area has tile floors with area rugs throughout the room, mounted TV, and a modular child sized sectional couch. There are age-appropriate toys, and age-appropriate chairs & tables. three highchairs, and two cribs. The children nap in this area. There is a wooden gate at the entrance of the kitchen with a latch on the opposite side of the door making it inaccessible to children in care. Outdoor Play Area (Back Yard): The back yard has shaded area, bikes, basketball court, balls, mini slides, and playhouses, and age-appropriate toys, tables and chairs. There is a gate that separates two areas of the back yard from the area that the children play. There are designated areas for dramatic play, language arts, manipulative items, cozy furnishings, age-appropriate toys, and age-appropriate chairs & tables. There is a sink area. There is a storage cabinet that contains materials with a key lock making it inaccessible to children in care. LPA Dunlap observed all furnishings, equipment, and materials were in good condition, free of sharp, loose, or pointed parts.
Family Room: This area has tile floors, mounted TV, and age-appropriate desks and chairs, and 3 couches. LPA Dunlap observed all furnishings, equipment, and materials were in good condition, free of sharp, loose, or pointed parts.
The hallway leading from the Family Room has cabinets with latches and key padlocks making it inaccessible to children in care
The home is ventilated by HVAC system.
An operable fire system alarm and siren located in the hallway area.
LPA Dunlap observed 2A 10BC fire extinguisher with a service tag dated September 5, 2025, hung in the hallway area.
LPA Dunlap observed an operable carbon monoxide detector.
LPA Dunlap observed an operable smoke detector.
The Licensee confirmed the following:
Meals are provided for children.
A cell phone and landline are used for communication.
The facility does not currently administer medication.
Sick children are isolated in the main care area by the door.
There are no firearms or ammo in the home.

A first aid kit is available.
There are no large bodies of water on the premises.
There are two birds on the premises.

Staff #1's file contains all required licensing documents and their immunization record.
CPR certification expires on December 12, 2026.
Mandated Reporter training expires on April 9, 2026.

Children Files
Child #1 file contains all required licensing documents (except LIC 9227) and their immunization record.
At 1:40 PM, during a record review, LPA Dunlap observed that 1 out of 1 children file was missing LIC9227. LPA Dunlap informed the Licensee that the Individual Infant Sleeping Plan LIC 9227 must be completed for each infant up to 12 months of age the provider has in care and included in the infant's file at the facility. During the inspection LPA Dunlap provided a copy of the Individual Infant Sleeping Plan LIC 9227 for the for the Licensee. This poses a potential health and safety risk to children in care. Technical Violation cited today.
LPA Dunlap reviewed completed sleeping logs for the week of September 22-25, and current week.

Licensee- Olga Augilar was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA discussed the safe sleep regulations with Licensee- Olga Augilar and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed Licensee- Olga Augilar of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee- Olga Augilar was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, the Licensee- Olga Augilar confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
A notice of site visit was given and must remain posted for 30 days.
