What the inspector wrote

On 2/11/2026 , Licensing Program Analyst (LPA) Amelia Morales an conducted an unannounced- Required 3 Year inspection to the above facility. The purpose of the inspection was to ensure that health, safety, and personal rights as required by Title 22 Regulations governing California Family Child Care Homes will be met by the Licensee. LPAs met with Licensee Larissa Lipchenko, who guided analysts on a tour of the home. At the time of the visit Licensees assistant and Licensees spouse were present at the time of the visit. An entrance checklist was provided. Licensee states that there are currently 13 children enrolled. The children\342\200\231s roster was reviewed and is current. Per licensee, the facilities hours of operation are Monday to Friday from 8:00 AM to 5:30 PM. It should be noted that their is an additional property on the premise, however there is a separate address. The facility refers to themselves as "Valley Village Little school." This is a one story home which consist of; front yard (fenced), 3 bedrooms, 3 bathrooms, kitchen, living room, children's room, garage(which is located in front of the building) and backyard (fenced). Per Licensee, areas off limits to children and parents include: Master bedroom (bedroom#3), bathroom #1 which is located inside the master bedroom, living room, and bathroom #2. Per Licensee, children use the kitchen to walk through to bedroom #1, and bedroom #2. However, kitchen is off limits. LPA observed a baby gate to block off the kitchen. The garage which is located in front of the facility is off limits to the children in care. Page 1 of 4 Per Licensee, areas that are accessible to children include: the children's room, bedroom #1, bedroom #2, and bathroom #3.\302\240 Per Licensee, food is provided such as breakfast, lunch, snacks and dinner. The children eat in the children's room. Children utilize the backyard yard (outside playing area) and front yard as well both areas are fenced. LPAs observed that the outdoor play area is fenced. Per Licensee, when children are having outside time, they will ensure 100% supervision and never leave children unattended. There were no bodies of water present. Per Licensee there are no firearms on the premise. There are cameras outside the facility. LPAs observed the following: the home is clean and orderly. There were age-appropriate toys and play items. Licensee was informed that baby-walkers, bouncers, jumpers, and other prohibited items will not be used for children in care. All electrical outlets have safety covers. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. The Licensee states that there are no poisons in the home. The Licensee does understand that poison must be locked with a key or combination lock. LPA did not observe a pet at the time of visit. Per Licensee, isolation area for sick children is in bedroom #1. There was a smoke detectors observed in the home they were tested and found to be operable. LPA observed a carbon monoxide detector, and found to be operable. LPA Morales observed the required (2A10BC) fire extinguisher was mounted in bathroom #3. LPA reminded Licensee that a required (2A10BC) fire extinguisher must be purchased or charged yearly. The last emergency disaster drill was done 1/12/2026. Proof of immunization against influenza, pertussis, and measles was readily available during today\342\200\231s inspection. \342\200\224\302\240 CPR and Pediatric First Aid is valid until: 9/5/2027 \342\200\224 Mandated Reporter AB1207 is valid until: 2/7/2028 Page 2 of 4 LPA reminded Licensee that the Mandated Reporter Certification and Pediatric First Aid and CPR must be renewed every two years.\302\240 LPA informed Licensee that the course must be taken in person and not online. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and\302\255resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA Morales informed Licensee to never accept a sleeping child in the car seat. Page 3 of 4 Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee\302\240 was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE Larissa Lipchenko, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Larissa Lipchenko.
