What the inspector wrote

Licensing Program Analyst (LPA) Roxana Lopez conducted an unannounced case management annual continuation inspection to review staff and children files that were not available on 3/24/2023. LPA also insured that Director was aware of the Type B deficiencies cited and Technical Violations given on 3/24/2023. LPA met with Renata Huang, Director who guided analysts on a tour of the facility. Census was taken. The following was observed: - LPA observed the ceiling tile with water damaged in Room C was replaced and the wall damage in hallway was patched up. - Tight fitting lid trash cans were observed to be used - Carbon Monoxide detector was observed to be in the entrance of facility. - Director was present and filled out an LIC 308 designation of responsibility - Upon file reviewed LPA observed that teacher assistants are fully qualified to be teachers. - All staff and children files were available for review - Broken play house was removed. Per Director, they are working on outdoor sink to be fix or removed- wooden tables will be sanded and painted. Additionally, all teacher’s will be taking the required Pediatric CPR. At 3:00 pm Staff Records were reviewed and. LPA observed that Director’s education units are not from an accredited program. ---------------------------------------------------pg. 1 of 3 ---------------------------------------------------------------- Per Director, she will work on the process and will have one of the teacher’s who is fully qualify as acting director. Additionally, LPA observed that staff do not have current AB1207 Mandated Reporter training. AB1207 Mandated Child Abuse Reporting – On or before March 30, 2018 any person who works in a child care facility shall complete the training and renew the training every 2 years. Website provided: https://www.mandatedreporterca.com/training/child-care-providers . At 3:30 pm children’s records were reviewed and observed to be complete. LPA issued the Review of Children's Records (LIC 857) to the facility representative during this inspection. The LIC 857 documents the children’s files that were reviewed during this inspection. LPA reviewed new Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, which requires the testing of water for lead in Child Care Centers (CCCs) with facility director during the inspection. Per AB 2370, all CCCs that are located in buildings constructed before January 1, 2010, must have their water tested and post the results by January 1, 2023, and every 5 years after the date of the first testing. Grant funding will be available for testing and remediation of lead to the Child Care Centers that qualify. To make a determination of eligibility, refer to PIN 21-04-CCP. LPA cleared 4 deficiencies on this date and provided a copy of the issued POC clearance letter during the visit. --------------------------------------------pg 2 of 3 ------------------------------------------------------------------------- Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Based on the LPA’s observations and records reviews, the following deficiencies listed on the attached LIC 809D (deficiency page) are being cited in accordance with California Code od Regulations Title 22. Deficiencies that are being cited need to be cleared to protect the children’s health and safety. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
