Non-compliance follow-up·March 22, 2024

At 2:30 pm Licensing Program Analyst (LPA) Roxana Lopez conducted a case management inspection. A COVID risk assessment was conducted upon entry. LPA met with Pi- Shuang (Eunice), Director who guided analyst on a tour of the facility- census was taken. The purpose of this inspection was to ensure that licensee received a copy of Decision and Order for Zhu Sheng dated March 4 th , 2024, with an effective date of March 14 th , 2024. LPA informed the Director that the purpose of this inspection is to inform her that Zhu Sheng has a lifetime exclusion. The Decision and Order excludes Zhu Sheng from presence in the Child Care Facility. Zhu Sheng is prohibited from employment in, presence in, and contact with clients of, any facility licensed by the Department of Social Services, or certified by a licensed foster family agency, and from holding the position of member of the board of directors, executive director, or officer of the licensee of any facility licensed by the Department. The exclusion is for the remainder of Zhu Sheng’s life. Per Director, they have received a copy of the Decision and Order and understand it. Director stated that they do not know who Zhu Sheng is as they have never been employed at the facility. During today’s inspection LPA provided Director with a copy of the Decision and Order. At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited. A notice of site visit was given and must remain posted for 30 days.
