Inspector’s narrative

What the inspector wrote

On 6/13/24, Licensing Program Analyst (LPA) Evelyn Garcia conducted an unannounced case management pool inspection. The purpose of the inspection was to inspect the new pool fence of the in-ground swimming pool and ensure the pool fence meets Title 22 Regulations. Upon arrival LPA was greeted by Licensee, Tsovinar Ovsepian and observed 10 preschool age children and Staff #1 and licensee providing care and supervision. LPA observed the pool in the back yard upon exit from the house. The pool was completely surrounded by a mesh pool fence that measures over 5'. The gate to the pool has a key lock (observed), it is self -closing and self-latching and swings away from the pool (demonstrated). The mesh pool fencing does not obstruct the view of the pool. There were no chairs or objects near the fence that could act as a climbing aid for the children in care to gain access the pool area. As a result of the inspection, the swimming pool meets Title 22 Regulations. During the inspection LPA Garcia once again advised that the sleeping arraignments for the children be moved to a bigger area. LPA observed 10 children asleep on cots and 13 cots placed in the bedroom with inadequate space for children to walk around beds. LPA advised licensee that this can be a safety issue if there was an emergency and children had to evacuate due to beds blocking one of the bedroom doors to exit. Licensee states that she has never had an issue in the past and the children cry when they sleep in the other day care area and that is the reason for not using a bigger space. An exit interview was conducted with Licensee Tsovinar Ovsepian, a copy of this report was read and Notice of Site Visit was provided.
