What the inspector wrote

Allegation 1: the first allegation stated that Staff yelled at a daycare child. During the investigation, it was alleged that staff yelled at a child in care. Interviews were attempted with relevant complaint parties and there was no supporting evidence that children in care are spoken to in raised tones or yelled at while in care. After reviewing all the relevant information obtained, there is not a preponderance of the evidence to support the allegation. Allegation 2: the second allegation stated that Staff does not treat daycare children with respect. During the investigation, it was alleged that the staff does not treat daycare children with respect when speaking to them. After conducting interview with relevant parties, the evidence does not support staff does not treat children with respect when speaking to them. After reviewing the relevant information obtained, there is not a preponderance of the evidence to support the allegation. Allegation 3: the third allegation stated Staff left a daycare child in a soiled diaper resulting in a rash. During the investigation, it was alleged that a daycare child sustained a little, red rash from being in a soiled diaper. The provided documentation did not support when the rash occurred on the child or if it occurred at the time the child was in care. After reviewing all the relevant information obtained, there is not a preponderance of the evidence to support the allegation. After observations, record reviews, and interviews, it was determined that there was insufficient evidence that the following occurred: staff yelled at a daycare child, staff did not treat daycare children with respect, and that the staff left a daycare child in a soiled diaper resulting in a rash. The allegations could not be corroborated with the evidence found during the investigation. Therefore, the allegations have been found unsubstantiated. Although, the allegations may have happened or is valid, there is not a preponderance of the evidence to prove that the facility operated in violation of policy in this circumstance. An exit interview was conducted, and a copy of this report was provided to the Licensee along with the Notice of Site Visit and Appeal Rights.
