What the inspector wrote

Licensing Program Analyst Jeanette Estrada conducted an unannounced 3 year required inspection at the facility. LPA initially met with Facility Representative Mabel Carias at the EEC office who allowed LPA entrance into the facility. Teacher Fancisca Alvarado provided a tour of the indoor and outdoor areas of the facility. This is a preschool program on the premises of Will Rogers Elementary School. This program operates in one classroom only (Room D-1). This is a part day program with two sessions. the AM session operates from 8 AM to 11 AM and the PM session operates from 11:45 AM to 2:45 PM. This program provides care for children 2.5 years old to 5 years old. There is also another licensed preschool in the same building (license # 191570889). LPA arrived during the PM session and observed 19 children supervised by four staff. All areas available to children were inspected. LPAs observed all documents required to be posted in the facility. Furniture and equipment were inspected for age appropriateness and good repair in the classroom. Telephone service, heating, lighting and ventilation were evaluated and are operable. The facility has central air and heating. Lighting was observed to be in operable condition. Children have access to cubbies in the classroom to store their belongings. The floors of the classroom was observed to be clean and free of hazards. This program does not provide a nap session since it is part day. LPA did observe a resting/cozy area available for children if needed. The classroom has two restrooms inside with one toilet in each and there are three hand washing sinks also available. General sanitation was observed in both restrooms. Page 2 Availability of indoor drinking water was observed in the classrooms via portable water container and disposable cups. Two of the sinks have a water fountain attached and children also do bring their own personal water bottles if they wish. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Disinfectants and cleaning solutions are stored in a cabinet in an off limits teacher supply area. Medications are stored in the nurse's office in elementary school. At this time there are no children enrolled who require medication. There is a first aid kit in the classroom with plenty of supplies and there is also another first aid kit available to take outside during outdoor play. Per Facility Representative, there are no poisons stored at the facility. LPA observed a carbon monoxide detector in the facility. Although the carbon monoxide detector is operable, LPA advised to have batteries replaced soon as it was beeping. The facility is equipped with a centralized fire alarm system throughout the school. The fire extinguisher had a service tag dated 10/2024. Per facility representative there are no firearms stored on the premises. There are no pools or bodies of water at the facility. LPA observed a sign in/sign out sheet available in the classroom. Per Teacher, parents have the option to sign in using a QR code with Learning Genie on the door of the classroom and staff verifies the sign in via classroom tablets. The last documented emergency drill was conducted in June 2025. The part day program only provides lunch to each session. Menus are posted once a month in the classroom where it is visible by the child's authorized representative. Menus are also provided to parents. Per facility representative, children with allergies are provided alternatives. Meals are delivered to the facility. The outdoor playground area was evaluated. The outdoor area is fully enclosed and is used only by this program. All areas around or under high climbing equipment and similar equipment are cushioned with material that absorbs a fall. There is shade in the play yard. LPA advised facility representatives to ensure yard is maintained clean without debris and without spider webs on the equipment. Availability of outdoor drinking water is provided via the water container and disposable cups and water bottles which are taken out when children play outside. Children\342\200\231s Records were reviewed for completeness. Staff records were not reviewed as they are maintained at the district office. LPA did verify that at least one person on the premises has a valid pediatric first aid/cpr certification. Teacher Francisa Alvarado's red cross pediatric first aid/cpr expires on 3/24/27. All staff and employees have obtained a criminal record clearance or criminal record exemption as a condition of employment with the Lynwood Unified School District. Page 3 Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP .
