What the inspector wrote
At 10:15am, Licensing Program Analyst (LPA) Stephanie Li conducted an unannounced annual inspection to the above facility. Upon arrival, LPA knocked for several minutes and no one answered. LPA heard children playing in the back and observed the fence door was jarred opened. LPA walked through back gate into driveway, there is another fence separating the children's play area from the driveway. LPA observed 2 children riding trikes and asked if they can call their adult or parent. One child replied, "No". LPA shouted hello and there was no answer or response. LPA could hear someone in the back part of the house. LPA returned to the front and knocked on the door for another several minutes. At 10:35a, LPA called the phone number and no on answered. LPA called again and licensee picked up. Licensee stated that she was picking up children from preschool and that I was welcome to enter from the back and she will return in 10 minutes. LPA waited till her return to enter. At 10:42am, LPA observed a woman arrive with a large black dog and entered the home through the side gate. Licensee arrived at 11am.
A risk assessment was conducted upon entry. LPA met with Licensee Veronica Jimenez, who led LPA on a tour of the facility. There are currently 18 children enrolled. There was 2 adults and 7 children present upon arrival. Facility capacity is in compliance for a Large Family Child Care Home. Hours of operation are Monday-Friday, 7:00am - 6:00pm.
This is a one story home, which consists of 3 bedrooms, 2 bathrooms, living room, dining room, kitchen, front yard, (fenced play area) back yard, garage (activity room), patio deck, and driveway. Children have access to 1 bedroom (nap room), 1 bathroom, garage (activity room) and back play yard. Off-limits to children in care is 2 bedrooms, 1 bathroom, kitchen and dining, living room. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. There is central AC and heat in the house. The activity room has an ac wall unit and electric heater. There is telephone service via cellphone that stays at the facility during operation hours. Licensee’s cellphone number and email were verified during visit.
The following was observed and reviewed during this inspection:
LPA observed that the following required postings were up: Facility License, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form. LPA reviewed facility records for LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan. All homes shall conduct fire and disaster drills at least once every six months, and document the date and time of each drill. Log was observed on parent board, last drill conducted 7/15/2025.
There are toys, equipment and learning materials available for children. There are cots and available for each child to nap and playpens for infants. First aid kit is available. Drinking water is available through bottled water. Licensee provides breakfast, lunch, and pm snack. 4 infants were present and all age 1.
LPA observed the required fire extinguisher 2A10BC, last purchased on 1/2/2025 per service tag. Per State Fire Marshall standards, fire extinguishers shall be serviced annually. Smoke and carbon monoxide detectors were tested and are operable. Cleaning compounds, and medications were observed to be in assessable. Per Licensee, there are no poisons in the home and understands that all poisons must be locked, to be made inaccessible to children. Licensing staff reminded licensee smoking is not allowed in a family child care home. The restroom that children use was observed to be safe and sanitary.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA verified that licensee is conducting and logging safe sleep checks for children ages 0-24 months old.

LPA observed the back yard area.
The outdoor play area was observed to be fenced. At this time, children are using the back yard for outdoor play. There is appropriate play materials, tree house structure, play houses, trikes, balls and other equipment and toys for children to use.
Adult and children’s records were reviewed, including emergency information and were observed to be complete. The licensee has completed Pediatric First Aid and CPR. exp 3/2026. Licensee and assistant has current Mandated Reporter AB 1207 Child Care Training certificates. LPA observed the CPR certificate was from National CPR Foundation and not EMSA approved. LPA informed licensee that as of this year all CPR and First Aid certificates need to be from EMSA approved trainers and no longer accepted online. All trainings must be done in person.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Currently, the licensee is in compliance with California Title 22 Regulations. There are no citations being issued today.
A notice of site visit was given and must remain posted for 30 days.
