What the inspector wrote

Licensing Program Analyst (LPA) Nolan Tcheng conducted an unannounced Case Management inspection to follow up on an incident submitted to the Department on 05/15/2026. Upon arrival at 8:35am, LPA met with Facility Representative Alicia Rangel, to whom the purpose of the inspection was explained. A tour of the facility was conduct and census was taken. There were 29 children with 4 staff members. On 05/14/2026, parent of Child #1 (C1) contacted the licensee and stated that Staff #2 had grabbed C1's arm and squeezed, and Staff #3 had grabbed C1's legs and pinched their stomach, on different occasions. During today's inspection, three staff interviews and three children interviews were conducted. Written Statements and Options incident reports were obtained. During interviews, Staff #1 (S1) stated that Staff #2 and #3 have never done anything to hurt a child. All staff described C1 as very active and emotional. C1 sometimes will have a tantrum and throw themselves on the ground, kick and scream, S1 continued to say that "if [they] are going to hurt themselves, or another child...we have to calm [their] body down. [They] are kicking and flailing. We have picked [them] up to bring [them] to the calm area. We have held [their] legs and arms but only for those reasons." S2 corroborated by saying they have held C1's arm because they tried to swing at other kids. S3 also corroborated saying they have held C1's legs, and that they have observed S2 holding C1's hand because C1 was trying to hit S2. Child #1 was interviewed but made no disclosures. Per Staff, they have brought up these concerns to C1's parent regarding their behavior. Child #2 made disclosure that C1 has scratched them before. No disclosure of pinching was made. Documentation corroborated interview statement.s Based on the information gathered from interview and record review, Staff were holding or grabbing C1's arms or legs due to child being a danger to themselves and others around them. There was no aggressive or rough intent behind the grabbing. Staff acted in the moment to the situation and safety of Child #1, and those around them. There was no violation of personal rights. REPORT CONTINUES PAGE 1 of 2 At this time, no citations are being provide, in accordance with California Title 22 Regulations. A notice of site visit was given and must remain posted for 30 days.
