What the inspector wrote

On 02/14/2023, at 9:10 AM, Licensing Program Analyst (LPA) Lilli Babcock conducted an unannounced case management inspection for an Action Level Exceedance (ALE) detected in a water fixture in the facility. LPA met with facility Lead Teacher Inez Landin during the visit. Also present in the facility were 36 daycare children and 5 additional teachers/staff. Facility was within ratio & capacity. A COVID 19 risk assessment was conducted prior to entering the facility and appropriate Personal Protective Equipment was worn by LPA. Analyst reviewed new Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, which requires the testing of water for lead in Child Care Centers (CCCs) with Lead Teacher during the inspection. Per AB 2370, all CCCs that are located in buildings constructed before January 1, 2010, must have their water tested and post the results by January 1, 2023, and every 5 years after the date of the first testing. Facility provided facility sketch and required forms LIC 9276, LIC 999 and LIC 9275 to LPA on 11/28/22. On 12/22/22, the Department received notification from the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). The SWRCB report indicated the facility was inspected and samples were collected on 10/4/22. Faucets and drinking fountain reported with 5.5 ppb or greater lead exceedance levels were as follows: \357\202\267 Sample Site C \342\200\223 Sink Faucet in Room 3 (6.00 UG/L) \342\200\223 Faucet currently not in use Lead Teacher Inez Landin stated the facility was using the faucet to wash hands only prior to the discovery of its lead level exceedance. Per Lead Teacher, the faucet was not used for meal preparation or drinking. The faucet\342\200\231s use was terminated when the facility was informed that it was exceeding acceptable levels. Facility has put an "out of use until further notice" sign on and around the faucet and made it further inaccessible by attaching and securing a plastic bag around the outlet. Lead Teacher, Inez Landin stated that the faucet has been replaced and a retest of the outlet is scheduled for 3/15/23.
