What the inspector wrote
On 8/29/25, Licensing Program Analyst (LPA) Lilli Babcock conducted an unannounced annual inspection. LPA met with Site Supervisor, Debora Escoto, to whom the reason for the visit was explained. Site Supervisor guided the LPA on a tour of the facility. Child Development Supervisor, Anzhela Hirsch, arrived at approximately 10:00 am. This is a preschool age Head Start program licensed for 60 children which operates Monday \342\200\223 Friday 8:00 am to 2:30 pm. Per Site Supervisor there are 25 children currently enrolled. A current roster was available for review.
All areas identified on the Facility Sketch were inspected. Facility is located in 3 classrooms on the Shirpser Elementary School Campus. Entrance to the facility is on Rose Ave. The following staff was present during this inspection: Room # 1: 3 staff with 3 children- Room # 2: 2 staff with 5 children and Room # 3: 2 staff with 8 children. Teacher-child ratios were observed to be in accordance with Title 22 Regulations. Staff names were recorded. All children were observed to be under supervision, including visual supervision, of a teacher at all times. The licensed facility is operating within the conditions, limitations, and capacity specified on the license.
LPA observed the facility to be clean, sanitary and in good repair. Furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. Classrooms were inspected to ensure that the floors have a surface that is safe and clean. All toilets and washing facilities are in safe and sanitary operating conditions. At this time, the classroom library or a table is used in each classroom as an isolation area. Parents are contacted immediately when children are determined to be ill and staff are ensuring that children with obvious symptoms of illness are not being accepted.-------------------Page 1 of 4--------------------------------------------------------------
The facility provides breakfast, lunch and snack. Menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. Per Site Supervisor meals are dropped off daily by the cafeteria in the elementary school. Meals are stored in the refrigerator in the classroom. All food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination, and LPA inspected that any contaminated food is discarded immediately.
There is drinking water available in the classroom via a drinking fountain. A water jug and dixie cups are taken outside for children to drink. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are stored in an area inaccessible to children.
LPA observed that there are smoke and carbon detectors in the facility and were found to be operable. The last Disaster and Fire Drill was conducted 8/22/25 for Room 1 and in June of 2025 for Room 2 and Room 3. LPA observed sleeping arrangements in form of mats. Site Supervisor states sheets are sent home every Friday to be washed.
Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard.

There is at least one person trained in CPR and Pediatric First Aid present during this inspection.
All staff have received an active criminal record clearance as a condition of their employment with the El Monte City School District
LPA did not review full staff or children\342\200\231s files during the inspection due to the files being stored at the administrative office. LPA will review files at a later time and date. If files are found to be incomplete during the time and date that LPA reviews files, a case management inspection will occur at the facility to reflect the incomplete files.
AB1207 Mandated Child Abuse Reporting \342\200\223 On or before March 30, 2018 any person who works in a child care facility shall complete the training and renew the training every 2 years. Website provided:

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. -----------------------------Page 3 of 4---------------------------------------------------------
Facility Representative was informed of the MyChildCarePlan.org website; a
consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

At this time, the facility is in compliance with California Code of Regulations Title 22. No deficiencies cited.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
