What the inspector wrote

Licensing Program Analyst (LPA) Alicia Mooberry conducted an unannounced Annual Random inspection. LPA met with Principal Aaron Deloera and Director Lorena Murguia who provided tour of the facility. This facility is located on the premises of a church and private school. The preschool program (1 classroom and playground) is separate from the private school. The preschool operates Monday - Friday 7:00 AM- 3:30 PM. The entrance to the facility is locked and parents enter using a call/buzzer system. Upon arrival, LPA observed 9 children napping. LPA observed teacher-child ratios in compliance and staff present have have the required background clearance at this time. LPA observed telephone service, heating, lighting and ventilation to be satisfactory. Children have individual cubby storage for their belongings and separate cubbies for sheets and blankets (stored in plastic bags). Napping mats are stored appropriately with bedding removed. Sheets and blankets and laundering weekly. LPA observed drinking water with drinking cups readily available in the classrooms. Age appropriate restrooms, sinks and toilets were inspected for good repair, water temperature, toilet paper, safety and sanitation. All available toilets and sinks are in operable condition. LPA reminded Director to always store items such as hand sanitizer, cleaners and similar items in inaccessible areas or locked cabinets. The indoor classrooms have surfaces that appear to be clean and safe and there are age appropriate toys and reading material for children to use. There is a complete set of first aid supplies in each classroom. Carbon monoxide detector was tested and operational. The classroom has sprinkler system. Hazardous items including medicine and cleaning compounds are stored in inaccessible locked cabinet in classroom. The office is used as an isolation area for ill children. The outdoor play area is enclosed by fencing that is over 5 feet high and accessible through preschool classroom. There is adequate shade, age appropriate equipment, toys and materials. Surfaces and materials accessible to children appear to be toxic free. ----Page 1, report continues Snack menus are posted at least one week in advance and are visible to an authorized representative. Meals and snacks are provided by the parents, the facility provides AM and PM snacks. Children have option to purchase lunch from school. Snacks were reviewed for availability, quantity, expiration dates and appropriateness for children in care. LPA observed the snack storage area (kitchen) appear to be in sanitary condition. LPA informed Site Supervisor to constantly assess best by dates on food items that are removed from original packaging. LPA observed drinking water available (indoors and outdoors) and trash receptacles have tight fitting covers. The facility has a functioning carbon monoxide detectors that meet statutory requirements. LPA observed a fire extinguisher in the classroom last serviced on 9/18/24. LPA observed sign in and sign out to ensure children are being properly signed in and signed out by the authorized representative. Children's Records Review was conducted, 3 files were reviewed and foudn to be complete, with proper forms such as Identification and Emergency forms, Immunization records, Health History, Personal Rights, Parents Rights on file. The children's roster was available and current. Staff Records were reviewed to ensure the following: Criminal record clearance or criminal record exemption, education credits, current CPR/First Aid and health preventative practices, proof of immunization against pertussis and measles and influenza and/or flu declination, Mandated Reporter training, LPA observed at least one staff member to have current CPR (Expiration January, 2024) . Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretation and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Role and responsibilities of being a Mandated Reporter were reviewed. The Director was advised how to access forms and Regulations online at www.ccld.ca.gov . Director was made aware that it is his/her responsibility to know the regulations as well as anyone who assists in providing care. LPA advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. Staff has completing Mandated Reporter training. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA verified that the lead testing was completed on 3/6/23 - and in accordance to the Written Directives outlined in PIN 21-21.1-CCP. No Lead exceedance found. There were no violations of Title 22 requirements at this time. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided.
