What the inspector wrote

On 03/12/2024, at 9:35 AM, Licensing Program Analyst (LPA) Stephanie Li conducted an unannounced case management inspection for an Action Level Exceedance (ALE) detected in a water fixture in the facility. LPA met with facility director Laura Contreras, during the visit. Facility is located on St.Pauls church property. Entrance from Alvarado street leads directly to preschool classrooms Pomona 1 and Pomona 2 operating under license 198014328. Classroom 3 operates under facility number 198014327 and is located in the back of the property to the left of the playground. Classroom 3 is divided into 2 rooms separated by a ramp and two step ways. Facility is licensed for children 2 years old through first grade but is currently servicing toddlers ages 2-3 and using the left side of the room. Present in the facility were 4 toddler children and 3 teachers/staff. Facility was within ratio & capacity. A Covid risk assessment was conducted. LPA observed the back room used as storage and office space. Appliances and supplies were observed to be accessible to children through the ramp and 2 step ways. LPA advised Director to make teacher/storage space inaccessible to toddlers in care with baby gates with doors. LPA advised that gates are not to be used in children\342\200\231s ON limit areas, however can be used to separate OFF limit areas. Analyst reviewed new Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, which requires the testing of water for lead in Child Care Centers (CCCs) with facility director during the inspection. Per AB 2370, all CCCs that are located in buildings constructed before January 1, 2010, must have their water tested and post the results by January 1, 2023, and every 5 years after the date of the first testing. Page 1 of 2 Facility provided facility sketch and required forms LIC 9276, LIC999 and LIC9275 to LPA on 03/12/24. On 11/02/2023, the Department received notification from the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). The SWRCB report indicated the facility was inspected and samples were collected on 10/28/2023. Faucets and drinking fountain reported with 5.5 ppb or greater lead exceedance levels were as follows: B \342\200\223 Left sink Water fountain spout in toddler classroom 3 (6.200 UG/L) \342\200\223 Director stated they use bottled water since Covid and not currently using the water fountain. Per Director, the water fountain was previously capped off during Covid but Options facilities maintenance installed the water fountain back on. LPA observed that the fountain is accessible to children and Director made in accessible during visit by placing "out of order/do not use" sign on and around the water fountain spicket and securing a plastic bag around the outlet. Director stated that maintenance was contacted and they are going to cap off the outlet. Grant funding will be available for testing and remediation of lead to the Child Care Centers that qualify.
