What the inspector wrote

Licensing Program Analyst (LPA) Bardo Baluyot conducted an unannounced required annual inspection. Upon arrival LPA met with Maria Solano. Per LPA's suggestion, Licensee allowed the analyst to do a self guided tour of the facility so she can continue to supervise the children as she currently has no assistant due to low enrollment. Cleaning lady, Harmony Plantenga was present and provided proof via her business card. Hours are Monday-Friday 8AM-6PM. Licensee provides care for children aged 0 months to 10 but is open to caring for Drake Nix until he is 17 years old. LPA observed 6 children present. All areas identified on the facility sketch used by children were inspected for safety, comfort, cleanliness, telephone service, ventilation and heating. This is a one story home which consists of 2 bedrooms, 1 bathrooms, kitchen, dining room, living room, den/activity, garage, front yard (fenced) and backyard (fenced). Areas used by children: Bathroom in the hallway, living room, dining room, den/activity room and front yard. Off limits to children and parents: 2 bedrooms, laundry room and backyard. The children will only use the front yard for outside play. PHYSICAL PLANT- Detergents, cleaning compounds, medications, and other items which could pose a danger were observed to be inaccessible to children during this visit. Cleaning compounds and medication are inaccessible to children. The Licensee states that poisons will be locked in the laundry room. There are no fire places and heating is central. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was serviced on 10/16/2020, as indicated on service tag. Per State Fire Marshall standards, fire extinguishers shall be serviced annually. LPA observed a smoke detector and carbon monoxide detector in the home. Per posting board Licensee's CPR is valid until 02/2023. Last disaster/emergency drill conducted with children was on 07/11/2021 per drill log observed. LPA observed no bodies of water. Licensee stated there are no firearms in the home. There are two dogs that reside in the off limits backyard. The following were discussed : Individuals who are 18 years of age or older living in the home must be finger print cleared prior to being in the presence of the children in care. Individuals within one month of their 18th birthday must be fingerprinted immediately. No smoking, No infant walkers, No baby bouncers, No Johnny jumpers, No exersaucers and any other item that falls into that category. LPA discussed disaster drills, posting requirements, children records requirements, mandated child abuse and injury/death reporting. During this time, Licensee's adult son, Ethan Deisch did not have fingerprint clearance. DOB is 03/01/2002. Per Licensee and Mr. Deisch, LiveScan provider was closed due to the pandemic at the time they attempted to get fingerprinted. Per licensee she called OD to report inability to acquire fingerprints and was told to get fingerprints as soon as facilities re-open. LPA reviewed SIDs, Never Shake A Baby, and safe sleeping practices. Infants should sleep mouth up, on their backs, free of clutter or hanging objects surrounding their sleeping space. A qualified Assistant must be present and actively involved in caring for children whenever nine (9) or more children are present at the facility in a large family child care home. Deficiencies were cited on this inspection in accordance with title 22 regulations. See 809D. Incidental Medical Services are not provided at this time. Licensee was informed to contact the department 30 days prior to enrolling any child with IMS needs. LPA advised the Licensee to access forms and regulations on line at: www.ccld.ca.gov The Notice of Site Visit (LIC 9213) \342\200\223 must remain posted for 30 days during the hours of operation after each site visit by a licensing representative . Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with Licensee Maria Solano. Appeal rights discussed and explained.

LPA verified LIS and Mr. Deisch is not on the list. This is an immediate health and safety risk to children in care. A Civil Penalty of $500.00 dollars is assessed on today's date.
