What the inspector wrote
On November 17, 2025, Licensing Program Analyst (LPA) Monique Ayala conducted an unannounced Annual/Random inspection at the above facility. LPA met with Executive Director, Elva Sandoval who guided LPA on a tour of the facility. This is an infant age program that operates Monday to Friday from 8AM to 5PM. There is a preschool age program on the premises, facility number 198024603. During the inspection, LPA observed 17 infants in care with 6 staff members. Per executive director there are 17 infants enrolled.
The following classrooms were inspected: Infant Classroom: 5 infants with 5 staff and Toddler Classroom: 7 toddlers with 3 staff and 1 parent volunteer. LPA observed parent volunteers TB test. Teacher-child ratios were observed to be in accordance with Title 22 Regulations. Staff names were recorded. All children were observed to be under supervision, including visual supervision. Licensed facility is within the conditions, limitations, and capacity specified on the license. Per executive director, the isolation area for children is located in executive directors office.
The classroom furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. All toilets and washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. LPA observed napping equipment for the infants to be in the separate napping area where cribs are utilized.
LPA observed mats for the toddler classroom to be located in the hallway on a shelf with the toddlers names. Per executive director, sheets are washed weekly at the facility and blankets are sent home weekly for washing.
The facility provides all meals and filtered water to children in care. The meals are prepared on site. For younger infants, bottles are stored with the infants name. The kitchen was observed to be clean and the cleaning compounds/solutions were found to be stored away from the food.
LPA was unable to observe a functioning carbon monoxide detector as the detector is hard wired to the fire system. LPA observed documentation indicating the carbon monoxide is combined with the fire alarm system. Emergency disaster drill was last conducted on 10/16/25.
Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard.
Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day. LPA reviewed staff records, staff files were complete.
Children\342\200\231s Records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file. Verification of CPR/First Aid and health preventative practices documentation was reviewed. SB792 (Immunization Requirements for Staff and Employees) was discussed with the executive director. The staff do
currently have immunization documentation.

LPA discussed the safe sleep regulations with licensee executive director and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed executive director of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. Executive director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Executive director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, the executive director, Elva Sandoval, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
