What the inspector wrote

Licensing Program Analyst (LPA) R. Derraco conducted an unannounced annual inspection to the above facility on 02/27/25. LPA arrived at the facility at 9:00 AM and met with licensee, Maria Villamil, who guided analyst on a tour. Also present during this inspection were assistants S1 and S2. Per Licensee, there are 12 children that are currently enrolled. There were 10 children present upon arrival, 3 of which are infants. This is a one-story home which consists of 3 bedrooms, 2 bathrooms, kitchen/dining room, living room, front yard and backyard (fenced). A detached garage was observed in the backyard, however it has been converted into an Additional Dwelling Unit (ADU). LPA observed the ADU certificate to have a separate address. The off limit areas include 2 bedrooms, 1 bathroom and the front yard. The main care are is located in the 3rd bedroom. LPA observed age appropriate toys, child sized table and chairs, a baby changing station, dramatic play sets, and art supplies. LPA observed a fire place to be covered and locked to prevent access by children in care. The bathroom was observed to be clean with an operable toilet, faucet and sink. The living room was observed with a couch, television, desk and an infant crib. The kitchen was observed to have locks on the cabinets and drawers. The cabinet beneath the sink was observed to be locked with cleaning supplies stored inside. The drawer next to the refrigerator was observed to be locked with pointy or sharp objects stored inside. The licensee states that she provides food for children in care. LPA advised licensee that children whom bring food from home must have containers individually labeled and properly stored or refrigerated. Per licensee, isolation area for children showing signs of illness will be located in the living room while they await parent pick up. The outdoor play area is located at the side of the home. Children can enter to the outdoor play area through the door located in the kitchen or the main care area. The outdoor play area was observed with perimeter fencing, age appropriate toys, and outdoor play equipment. A wooden fence and gate with a latch was observe to separate the family child care home and the ADU. LPA did not observe the following items during the inspection: Infant Walkers, (page 1 of 3) Johnny Jumpers, Saucer Chairs. Emergency Disaster Plan, Parent’s Rights Poster and the Facility License were observed to be posted in the hallway leading towards the main care area. Individuals who reside in the home were noted and discussed. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. There is telephone service via a landline and a cellphone. Per Licensee, the home is equipped with central heating and air conditioning. The licensee understands that storage areas for poisons must be locked, not just made inaccessible. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was purchased on 07/28/24, as indicated on fire extinguisher. . Smoke and carbon monoxide detectors were tested and are operable. No bodies of water were observed in the back yard play area. There are no pets that are kept on the property designated for the family child care home. Licensee states that there are no firearms stored in the home. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home. The licensee and other personnel have completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 08/2025. LPA observed that the Licensee and assistants have proof of the Mandated Reporter AB 1207 compliant Child Care Training Certificate on file. File review was observed to have proper mandated immunization records. Children’s records were reviewed, including emergency information and were observed to be complete. A current children’s roster was available for review. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices (page 2 of 3) on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. LPA advised the licensee to access forms, regulations and quarterly updates online at: www.cdss.ca.gov . At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Maria Villamil. (page 3 of 3)
