What the inspector wrote

Licensing Program Analysts (LPA) Staicy Perry and Joanne Solorio Campos conducted an unannounced annual inspection. LPA\342\200\231s met with Lead Teacher, Pauline Reyes, who guided the LPA\342\200\231s on a tour of the facility. This is a preschool age head start program licensed for 40 children which operates Monday \342\200\223 Friday 8:15 am to 2:45 pm. Both Rooms # H1 and # H2 operate a full day program. There are 24 children enrolled total. Sign in/out takes place electronically through Childplus app on an ipad. Facility is located in 2 portable classrooms on the Bella Vista Elementary School Campus. The following staff was present during this inspection: Room # H1: Staff #1 and Staff #2 with 14 children and Room # 2: Staff # 4 and Staff # 5 with 10 children. Staff names were recorded, and teacher and child ratio were observed to be in accordance with Title 22 Regulations. LPA\342\200\231s observed central AC /heater and vents located on the ceiling. LPA\342\200\231s observed the thermostat located in classroom and the temperature to be at 70. The fire extinguishers are located in the classrooms and the valve on the required 2A10BC fire extinguishers indicating fully charged and serviced within the year . Smoke detectors and carbon monoxide detectors were not tested during this visit due to the detectors being wired to the emergency pull down fire alarm system. The last emergency drill was conducted on November 13, 2024 LPA\342\200\231s observed children\342\200\231s personal items to be in individual bins and cleaning solutions were observed to be stored inside a cabinet making it inaccessible to children. First aid kits supplies are kept inside the classrooms and LPA\342\200\231s observed the kits to be fully equipped. During this visit, teacher Pauline stated that there are no with medication or severe food allergies in room #H2 and one child with medication in room #H1. Medication was observed to be stored inaccessible to children and labeled. Teacher Pauline stated no firearms, weapons, poisons nor bodies of water are in the premises and LPA\342\200\231s did not observe any of the above mentioned. LPA\342\200\231s entered classrooms and children were observed to be napping. LPA\342\200\231s observed sleeping arrangements in form of cots and teacher stated sheets are sent home every Friday to be washed. All furniture and equipment were inspected and was observed to be in good repair, free of sharp, loose, or pointed parts. All toilets and washing facilities are in safe and sanitary operating conditions. Currently, the teacher\342\200\231s office is used as an isolation area. LPA\342\200\231s Perry and Campos observed the playground to be fenced all around and the gate that leads to the sidewalk, closed and locked with a lock. The equipment was observed to be in a safe condition, free of sharp, no lose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. LPA\342\200\231s observed play structure equipment to be age appropriate and areas around or under climbing equipment, are cushioned with material that may absorb a fall. For adequate shade, a large canopy as well as an ez-up were observed. For outdoor water drinking, there are water fountains available. This program provides breakfast, lunch and p.m. snack. Meals and snacks are provided by the school cafeteria. For indoor water drinking, water fountains are available in the classrooms. LPA\342\200\231s observed the food preparation area to be clean and free of litter, rubbish, rodents, and/or any other vermin. Storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. All staff present are trained in CPR and Pediatric First Aid present during this inspection. All staff have received an active criminal record clearance as a condition of their employment with the Montebello Unified School District. Children\342\200\231s files were reviewed electronically and observed to be complete. LPA\342\200\231s were unable to review staff files as they are located at the main Head Start Office. Teacher Pauline was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Lead testing was completed on 06/07/24 and was found to not have any lead exceedances. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP.
