What the inspector wrote
On 12/11/2024 at 1:00 pm, Licensing Program Analyst (LPA), Carolyn Tuba conducted an unannounced inspection visit for the above facility. Covid risk assessment was conducted. LPA met with Licensee, Maria Flores. LPA entered the home\342\200\231s front door. The facility is a large family childcare home. LPA observed 4 children in care and Licensee stated that she currently has a total of 7 children enrolled at this time. Facility roster was available. LPA had emailed the Entrance Checklist for Family Child Care Homes last month for the Licensee\342\200\231s reference.
LPA consulted with the Licensee about age groups and ratio and discussed the Individual Infant Sleeping Plan (LIC 9227) and Earthquake Preparedness Checklist (LIC 9148).
Licensee provided at a tour of the home at approximately 1:30 pm.
Family members residing in the home are 4 adults (criminal record clearance on file). There is a 1 minor child living in the home at this time. This is a one-story home which consists of living room, kitchen, dining area, family room, garage, front yard, back yard, (2) side yards, swimming pool, 4 bedrooms and 3 bathrooms. During the inspection LPA conducted a Bodies of Water safety checklist and found that the swimming pool gate was operating correctly during this visit. LPA also provided documentation regarding the new Assembly Bill (AB) 2866 regarding the new pool safety requirements which will take effect on January 1, 2025.
Per Licensee, operating hours are from Monday-Friday 6:30 am \342\200\223 5:30 pm and cares for children ages birth to 10 years of age.
Licensee states that she provides the following meals: Lunch and AM/PM snack and is not part of a food

program at this time. Parents provide baby food, and formula, however, licensee does have extra on hand. LPA advised Licensee that any food or formula provided by parents must be labeled with child\342\200\231s name and stored appropriately. LPA advised that breast milk should have the date and child\342\200\231s name written on the bottle.
Areas used by children were inspected include:
Living room, dining area, 1 bathroom located in the hallway, kitchen and family room. The Back yard was also inspected is enclosed with a cement wall. There are toys and child size cars in the area and a grass area for the children to run and play.
Per Licensee areas off limits include:
4 bedrooms, front yard area, 2 bathrooms, 2 side yards, swimming pool and garage. These are kept off-limits and need to be made inaccessible during operating hours.
Licensee states there are no firearms stored in the home. The home was inspected for safety, comfort, cleanliness, ventilation, and telephone service. LPA verified the phone number and email address, which was found to be correct. Fire and safety drills must be performed every 6 months and documented for review by the Department. Licensee states she conducted an emergency drill in September 2024 and was documented. No one smokes at the family childcare home. Parent Board was available with all required forms.
In the absence of the licensee a qualified adult must be present supervising the children; a qualified adult is an individual who has a valid and current Pediatric First Aid and CPR training EMSA approved, Immunization's (TDAP, MMR, TB, Influenza (or a waiver for the influenza may be in writing), mandated reporter training and a valid criminal record clearance associated to the facility license.
Detergents, cleaning compounds, medications, and other items, which could pose a danger, were determined to be inaccessible to children in care during this inspection. Kitchen knives are kept in a cabinet in the kitchen out of reach of children and cleaning supplies are kept in a kitchen cabinet locked with a child-proof lock made inaccessible for children in care. Medications/vitamins were not accessible to children and according to Licensee there are no children on medication at this time.

LPA observed the required 2:A-10:B-C fire extinguisher, which was last serviced November 26, 2024. State Fire Marshall standards, state that fire extinguisher shall be purchased or serviced annually.
The smoke and carbon monoxide detector were tested and operating properly during the visit. Currently the facility has 2 dogs (English Golden Retriever and a Maltese). The Golden Retriever is kept in a dog yard near the back yard which is kept enclosed with a wooden fence. The Maltese is kept in one of the off-limit bedrooms away from the children in care.
Licensee cares for children 24 months and younger, and safe sleep was discussed and LPA advised of PIN 20-24 CCP Safe Sleep. LPA discussed the 15-minute safe sleep log for children under 24 months and LPA discussed Individualized Infant Safe Sleep Plan for children under 12 months. The licensee has completed training on preventive health & safety practices. Pediatric First Aid and CPR, which includes the EMSA, expires 04/12/2025. There are first aid supplies available and LPA advised that surgical scissors, tweezers and emergency manual should be included. Licensee\342\200\231s Mandated Reporting Training Certificate expires 10/12/2025. LPA advised that all persons working with children require the AB 1207 Mandated Reporting training which needs to be completed every 2 years. The following link

Children files must be maintained and updated as needed and must be available for review by the Department. If children and staff leave the day care all records must be maintained for 3 years after leaving. LPA observed that children\342\200\231s files were complete. LPA advised that the following documents of the LIC 700, LIC 627 and LIC 995A are required, as well as the immunizations. LIC 282 is also needed if liability insurance is not available. The Licensee stated that she is operating as a small at this time and does not currently have an assistant. LPA advised to make sure that the assistant has all required documents, mandated reporter training certificate and immunizations. CPR/1

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Childcare Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
There are no citations being given during today\342\200\231s visit.
A notice of site visit was given and must remain posted for 30 days. An exit interview was conducted, and report was reviewed with the Licensee, Maria Flores.
