What the inspector wrote
On 09/03/25 at 8:30am, Licensing Program Analyst (LPA) Diana Ortiz conducted an Unannounced Annual random inspection to the above facility. Upon arrival, LPA disclosed the purpose of the inspection and met with Licensee, Maria Flores who guided the LPA on a tour of the facility. Adults in the home were discussed, and all have criminal record clearance. There was one day care child present during today\342\200\231s inspection. Licensee states that there are currently seven children enrolled. The children's roster was reviewed and is current. Per licensee, the facility\342\200\231s hours of operation are Monday through Friday from 6:30am-5:30pm. Emergency Disaster Plan, License, and Parents\342\200\231 Rights were posted at the time of inspection. Disaster drill log was also available during today\342\200\231s inspection; last disaster drill was conducted on 06/15/25. Facility capacity is in compliance for a Large Family Child Care Home. LIC 126 was provided.
This is a one-story home which consists of living room, kitchen, dining area, family room, garage, front yard, back yard, (2) side yards, swimming pool, 4 bedrooms and 3 bathrooms. During the inspection LPA conducted a Bodies of Water safety checklist and found that the swimming pool gate was operating correctly during this visit.
LPA observed bodies of water during this visit via in-ground swimming pool. An iron rod gate which is 5ft tall, creates a barrier and gate was observed to have a padlock and LPA observed that gate self-closes. The swimming pool has a self- latching gate which opens away from the swimming pool, the gate also has a deadbolt lock with key. The swimming pool is in compliance with Title 22 regulations.

Per Licensee areas off limits include: 4 bedrooms, front yard area, 2 bathrooms, 2 side yards, swimming pool and garage. These are kept off-limits and need to be made inaccessible during operating hours. Per licensee, off limit areas are also locked during operating hours, LPA observed doors to be locked.
Areas used by children were inspected include Living room, dining area, 1 bathroom located in the hallway, kitchen and family room. The back yard was also inspected and is enclosed with a cement wall. There are toys and child size cars in the area and a grass area for the children to run and play.
LPAs observed the following required posted documentation in the main entry way of the facility: Facility License, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form. LPAs reviewed facility records for LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan.
All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. There is a working telephone maintained in the home. LPA observed age-appropriate toys, free of loose and sharp parts. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. The Licensee states that there are no poisons in the home. The Licensee does understand that poison must be locked. The Licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. Personal Rights of children were observed by LPA at time of inspection.
Per licensee, the children will have access to backyard area. The Back yard was also inspected and is enclosed with a cement wall. There are toys and child-size cars in the area and a grass area for the children to run and play. LPA advised Licensee that outdoor supervision is required at all times. LPA observed age-appropriate toys free of loose and sharp parts available for the children in the backyard and all trees, shrubs, and plants are maintained.
Per licensee, they provide food for children in care. The food that is provided is breakfast, lunch and PM snack. Per Licensee, the parents sometimes bring food from home for their children.
Sick/isolation is located in the first living room near the entrance of the home. If the children were to become ill, they wait on the sofa for parents to pick them up.

Per Licensee, they have two pet dogs (Maltese and a Golden Retriever). LPA observed pets are kept on the side yard (side run) during operating hours. Per Licensee, there are no weapons, firearms in the home. LPA did not observe any firearms/weapons at the time of inspection.
The valve on the required 2A 10BC fire extinguisher indicates fully charged. Reminded licensee fire extinguisher should be serviced yearly. Smoke and carbon monoxide detectors are in operable condition. Per Licensee, First Aid kit is kept in the kitchen, underneath the sink, LPA observed First Aid kit and was inventoried for necessary supplies. The Licensee has current Pediatric First Aid and CPR. Pediatric First Aid and CPR, which includes the EMSA, expires 03/01/27. Proof of immunization against influenza, pertussis, and measles was readily available during today\342\200\231s inspection. The Licensee has also taken the Mandated Reporter Training

\342\200\224Children records and required licensing forms were discussed as well as mandated child abuse reporting and criminal record clearance requirement.
The following were discussed:
Rooms that are off-limits need to be made inaccessible during operating hours. NO smoking, NO infant walkers, NO Johnny jumpers, NO saucer chairs, NO incline sleepers and any other item that falls into that category are permitted in the facility. Effective January 1, 2010, licensees of family childcare homes are required to ensure that at least one staff member with current training in pediatric first aid and pediatric CPR is on site at all times when children are present.
LPA reviewed and issued the LIC 311D - Forms/Records to Keep in Your Family Child Care Home. Mandatory Forms for the children\342\200\231s files and staff files, requirements for fire drills, earthquake drills and documentation were discussed. Role and responsibilities of being a Mandated Reporter were reviewed. The Licensee was advised how to access forms and Regulations online at

. Licensee was made aware that it is his/her responsibility to know the regulations as well as anyone who assists in providing care.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

MyChildCarePlan.org \342\200\223 Centers and Family Child Care Homes Licensee [or facility representative] was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Based on Licensing staff observations and records review, the facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today 09/03/25.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
