What the inspector wrote

On 08/10/2023 at 12:30 PM, Licensing Program Analysts (LPAs) Katrina Chicote and Raul Navarro conducted an Announced Case Management - Inspection Licensee Initiated for the purpose of a temporary relocation change. Upon arrival LPAs met with Maria Harris, Director, Keokuk Legarde and Olivia Ugarte, Early Learning Center Managers, who guided the LPAs on a tour of the facility both indoors and outdoors. The purpose of today's inspection was to observe and measure temporary relocation rooms facility will be using while construction is completed on main building of school during the 2023-2024 school year. Facility is requesting use of portable bungalows, B-36 and B-37, located on Birney Elementary School campus, to fit capacity of 24 children. Based on LPAs measurements, the total square footage for both classrooms and outdoor play area meet the capacity indicated on license. Fire clearance has been requested but is still pending at time of inspection. At 12:45 PM, LPAs observed both rooms to have carpet through out the room, child size tables and chairs, flexible seating, learning stations filled with wooden and soft blocks, manipulative toys free of loose and sharp parts, and reading area with soft seating available for quiet play. LPAs observed cubbies for children's belongings in each room and blue cots stored for children napping on mobile carts. Per ELCM, facility provides blankets and are washed weekly by laundry service. Air and heating were evaluated in each room. Facility provides full lunch and snacks to children which is delivered by Head Start Kitchen and will use the classrooms for eating. LPAs observed mobile sinks available in each room for hand washing. Licensee has been granted a waiver for use of shared outdoor play area with elementary school's Kindergarten program using playground at staggered times. At 12:57 PM, LPAs observed outdoor play area to have large age appropriate multi-level play structure with cushioning material below to absorb fall all well maintained, grassy area available, and other age appropriate toys available for children in outdoor play area. Required shade and fencing were inspected, LPAs observed outdoor play area to be fully fenced. Report Continues - Page 1 of 2 At 1:00 PM, LPAs observed bathrooms that were previously being used to be under construction with no toilets or sinks available. Per ELCM, construction is set to be completed for this bathroom by the beginning of the school year on 08/30/2023. If not completed, ELCM states they will use Kindergarten bathroom in RM-1, that will be available for the 2023-2024 school year. LPAs notified Facility Representatives that a waiver for the use of RM-1 Kindergarten bathroom will need to be submitted to The Department prior to its use. At 1:13 PM, LPAs observed RM-1 Kindergarten bathroom to have two bathrooms available each with one toilet and one sink, totaling two toilets and two sinks and to have general area safety and sanitation. LPAs discussed supervision plan for use of bathrooms with Facility Represenatives at time of inspection. Based on the measurements made today the application to temporary relocate to portable bungalows B-36 and B-37 will be granted pending receipt of fire clearance, waiver submitted for use of bathroom, and final approval from the Department. The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today, 08/10/2023. A notice of site visit was given and must remain posted for 30 days.
