What the inspector wrote

Allegation #1: Children are not accorded dignity in their relationships with staff and others. According to the allegation, the faces, and hands of Child #1 (C1) and Child #2 (C2) were frequently dirty, and their hair was unkept while in care. Staff reported they consistently clean the children’s faces when dirty. LPA toured the classroom specified in the complaint on 6/3/22, 6/28/22, and 7/29/22. LPA observed the children in care had clean faces and hands, the girl’s hair were combed, and many girls’ hair were styled with braids and ponytails. Staff #1 (S1) stated, “We have a spray water bottle and every day after nap we do all the girl’s hair “. This statement is consistent with what LPA Babcock observed on 3 occasions visiting the classroom. Parents interviewed did not indicate any concerns regarding children having dirty faces or hands or unkept hair. Based on interviews and observation, there was no supporting evidence to validate the allegation. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore at this time the above allegation is unsubstantiated. Allegation #2: Children come home with diaper rashes in the 2 yr. old classroom. Complaint alleges that C1 has been coming home with diaper rashes, including blisters, after being in care at the facility. Complainant provided LPA with pictures of a rash and text messages with Staff #1 (S1) and Staff #2 (S2) regarding the diaper rash of C1. Text stream provided by complainant indicated that S1 and S2 did not notice a diaper rash with blisters while C1 was in their care at the facility. S2 stated. “I noticed it was a little red, but nothing like the picture you sent”. Regarding the diapering procedure at the facility, S1 and S2 stated in interviews with LPA, “We check the diapers every half hour. After each hour we change them regardless of if its dry or not.” LPA interviewed 9 parents and no disclosures were made by former or current parents regarding their child coming home from the facility with a diaper rash. Based on the information gathered, and interviews, there was no evidence to support the allegation. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore at this time the above allegation is unsubstantiated. There were no deficiencies cited on the above-mentioned allegations per California Code of Regulations Title 22. Page 2 of 3 A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the Assistant Director, Magali Perez.
